Procurement Operations Manager

About the Job

Big-company reach, small-company attitude! AAI Corporation, an operating unit of Textron Systems, is currently recruiting for a Procurement Operations Manager. Duties include but are not limited to: 

  • Provide technical and administrative work direction for the Material Management department, including all aspects of the supply chain function from proposal support through procurement, inventory control, consumption, and product shipment.
  • Lead efforts to improve and maintain AAI’s Government-related Procurement and Subcontracting process.
  • Enhance the process wherever necessary to ensure efficiency as well as compliance with the Government Contracts/Subcontracts Operating Guidelines and AAI approved Procurement and Subcontracting policies and procedures.
  • Develop and drive approval for potential process and policy improvements.
  • Work with various AAI functional organizations to ensure that Procurement operating guidelines and all components of the department are optimized to deliver superior value to our internal and external customers.
  • Act as central contact for all Procurement and Subcontracts proposal activities and ensure that all proposal work is completed in a timely and accurate manner.
  • Champion local ARMS (ERP) system accuracy to ensure data integrity (cost, lead time, demand, etc). Coordinate and organize training for all new and existing department employees(corporate and site-level) covering multiple topics (Compliance, Process Improvement, APICS, CPM, Six Sigma, etc).
  • Act as central-point of contact from Procurement and Subcontracts to AAI Program Office(s) for Proposal Reviews, Monthly Program Reviews, EAC sign-offs, etc.
  • Work with relevant Procurement and Subcontracting personnel to identify and implement technology based solutions for the solicitation, storage and maintenance of supplier documents (e.g. flow-downs, pricing data, subcontracting plans, etc).
  • Act as central contact and administrator for Small/Minority/Women-Owned Businesses (SMWBE) activities and ensure that all work is completed in a timely and accurate manner.
  • Assist in driving incremental SMWBE spend through the refinement of existing processes and the development of a comprehensive goals-driven methodology.
  • Support ISO compliance within parameters of procurement and subcontracts.

Required Skills

  • Familiarity and prior experience with various government contract types (cost-plus, firm-fixed etc).
  • Knowledge of basic business principles such as purchasing, materials logistics, business and contracts law, finance and accounting.
  • Must have detailed knowledge and application of price/cost analysis and cost principles and effective negotiation skills.
  • Possess and apply a detailed knowledge of subcontract concepts, practices, and procedures in a government contractor environment.
  • Knowledge/experience with industrial hardware/electronics parts number acquisition and ability to analyze accordingly.
  • CPSR experience is highly desirable.
  • Familiarity with SMWBE reporting requirements best practices and program optimization.
  • Preferable knowledge and expertise with FAR regulations.
  • Effectively and efficiently manage change to make timely improvement decisions.
  • Able to effectively handle multiple tasks and changing levels of responsibilities.
  • Must have strong interpersonal and communications skills to be able to provide timely feedback and communicate appropriately with other departments.
  • Energetic and self-motivated team player/builder.
  • Strong knowledge of Microsoft (Excel Access Word and Outlook).
  • Strong knowledge of Oracle 11i MRP/ERP system preferred.
  • Must demonstrate good problem solving and analytical techniques along with understanding necessary internal controls.
  • Must have prior experience with Lean/Continuous Improvement and Six Sigma initiatives in a transactional/office environment.
     

Required Experience

  • Bachelors degree required; MBA or other graduate-level degree is a plus.
  • Six Sigma Black or Green Belt Certification preferred.
  • APICS or CPM Certification is a plus.
  • Position typically requires 15+ years of related work experience in procurement and/or supply chain management with at least five years in supervising professionals.
  • Ability to plan coordinate and oversee the activities of departmental personnel.
  • Considerable knowledge of production planning and inventory control systems such as MRP and Management by Objectives process.
  • Working knowledge of sources of supplies, price trends and grades or quality of materials and equipment, laws and ordinances governing the purchase of goods and services.
  • Must be able to streamline processes to accomplish management’s goals and objectives and analyze and process high complex acquisition efforts.
  • Must be able to identify reporting requirements and maintain records accordingly.
  • Ability to establish and maintain effective working relationships with employees (subordinates, colleagues and management), other departments, and suppliers.
  • Ability to identify and communicate accurate information concerning process, policies and procedures to subordinates.
  • Must be able to handle all requirements with professionalism, organization, and timeliness while responding to multiple requests from geographically dispersed customers and colleagues.
  • Must be able to accommodate occasional regional and/or international travel requirements.
