JOB SUMMARY:
This position is located in Office of Special Projects Coordination (SPC), Program Development Coordination and Support (PDCS), Bureau of Overseas Buildings Operations (OBO). The purpose of this position is to serve as a Program Analyst and Construction Coordinator for construction projects assigned to SPC. Overseas experience is desirable but not required.

DUTIES:
Duties of the position include: (1) cost/schedule analysis; (2) contract administration; (3) negotiation of contract modifications and/or claims; (4) serves as central point within the U.S. Government (USG) for responding to Requests for Information (RFI) during the General Contractor (GC) acquisition process; (5) coordinates within organizations both USG and private sector the resolution of construction issues; (6) maintains daily contact with Project Director/Construction Managers at the project site to monitor construction progress in relation to contract requirements and identify issues requiring resolution; (7) maintains contact with GC offices to monitor and achieve compliance with contract requirements and identify issues requiring resolution; (8) participates in the administration and settlement of contract modifications, change orders, and claims executing contractual documents as Contracting Officer’s Representative; (9) prepares briefing materials and briefs high level officials as to construction progress relative to contract requirements and issues impacting required progress; (10) organizes and conducts meetings including Architects/Engineers, GCs, matrix organizations and OBO management for information transfer,


coordination, and/or resolution of issues related to security requirements; (11) works with GCs to resolve problems related to construction and interfaces with logistics, security, and other USG agencies; (12) coordinates USG installation teams ensuring timely logistics; (13) participates in the development and coordination of the commissioning plan and its execution; (14) organizes, sets-up, and maintains the official project files applicable to construction and commissioning; (15) organizes, sets-up, and maintains logs, schedules, and data sheets including submittals, RFI, changes, and payments; and (16) processes GC payments assuring required official certifications along with compliance with contract requirements.

BASIC REQUIREMENTS:
Applicant must have ten years of experience directly applicable to the construction field. Strong competencies particularly in Windows NT, MS Excel, MS Word, MS Power Point, MS Access, and project scheduling software (i.e., Primavera 3, P3e, MS Project) are mandatory.

IN ADDITION to meeting the basic qualifications requirements listed above, the applicant MUST have at least 1 full year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to the GS-13 grade level in the Federal Service.
