This position will support the INTEL business unit and will primarily work out of the Merrifield, VA or Random Hills, VA offices. There will be occasion where work will have to be performed out of the Hanover, MD office. The business unit supports the INTELLIGENCE community in MD, VA TX and other outlaying areas. This position will require the candidate to become familiar with all of the contracts within the business unit to ensure that they are being managed in a fiscally responsible manner (both to the benefit of CSC as well as the end customer) and also provide guidance and mentoring to staff.
Essential Job Functions
- Oversees the development of cost controls, procedures, systems, and forecasting techniques to evaluate contract/program status.
- Keeps operations and finance informed of potential financial issues/risks and proactively works on resolving potential problems before they become a significant issue/risk. Advises departments on potential solutions as required.
- Performs highly complex financial/administrative reporting for major contracts and/or programs.
- Ensures compliance with internal procedures and government procurement regulations. Develops recommendations for changes and updates to procedures as required.
- Performs in-depth studies to determine optimum financial performance plans. Reviews, advises, and/or conducts cost performance, variance analysis, and risk analysis.
- Oversees preparation of change order/task order proposals.
- Manages preparation of budgets; reviews budget proposals; prepares documentation for justification; determines depreciation rates to apply to capital assets.
- Organizes project and task work loads and selects individuals most qualified for assignments.
- Selects and hires employees. Trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions. Motivates and rewards employees including providing salary increases, bonuses and promotions within allocated budgets and company guidelines.
- Prepares, recommends and oversees development of operating and personnel budgets. Monitors spending for adherence to budget plans, develops and recommends variances. Performs and/or oversees budget analysis.
Qualification
Basic Qualifications
- Master's degree or equivalent combination of education and experience
- Master's degree in business administration, finance, accounting or related field preferred
- Twelve or more years of finance or accounting experience
- Nine or more years of supervisory or management experience included
- Experience working with accounting principles and accounting software and databases
- Experience working with financial analysis
- Experience working with program control techniques in the Federal Contracting environment
- Experience working with Federal Contract pricing
