POSITION DESCRIPTION: The Program Director is responsible for the overall success of all projects within the Health and Community Services sector of the organization. Responsible for all oversight, management and hands-on operation of information technology systems, product development, data management and maintenance, and configuration management. They must ensure that Raytheon is in compliance with all applicable requirements of the contract, state and federal regulations. The position will be located in the United States (near Austin, TX or San Antonio, TX). Responsibilities include: - Manage, administer and oversee all aspects of the Enrollment Broker contract, which include but are not limited to the call center, outreach, fulfillment and system departments. -Provide hands on support during various stages of the lifecycle to include requirements analysis, testing and potentially programming support. - Support system product development, engineering and system change proposals -Provide leadership on all major project activities and deliverables -Effective and regular communications with all levels of customers, senior Raytheon management, and internal program personnel to promote a cohesive team; -Program monitoring and control to include accurate reporting and control of budgets; -Strategic and tactical planning and execution activities; - Promote effective and productive staff activities by focusing on critical tasks, ensuring deadlines are met, promoting best practices through example -Serve as primary point of contact with client, public officials, community leaders and others to instill trust in project and to resolve any problems or issues -Ensure that the project is in compliance with all applicable requirements of the contract, state and federal regulations, as well as the terms and conditions of the RFP -Manage staffs in an effective and efficient manner -Provide oversight on all staff recruitment and training activities -Participate in regular client meetings with DHCF -Develop trust, credibility and strong client relationships as well as seek opportunities to add value above and beyond competitors -Achieve and/or exceed client satisfaction metrics by establishing programs and processes that will increase satisfaction annually -Interface, coordinate and cooperate with other providers and community programs -Monitor and manage day-to-day budgetary and financial aspects of the project to ensure that expenditures are contained within budgeted limitations -Prepare all required management, status and other reports in the formats and per the schedule requested -Ensure all functions, activities, processes and subcontracts are subject to vigorous internal controls that are regularly monitored -Responsible for any necessary corrective actions to ensure consistent application of all laws, regulations, policies, and procedures pertinent to the project -Support a diverse workforce and identify and develop successors for all critical positions within the project -Actively participate in relevant associations to identify new markets, better understand client needs and act proactively to future developments - Perform other duties as may be assigned by HCS management -Flexibility to travel to support business development and project needs in other States EDUCATION: -Minimum Bachelors of Science /Bachelors of Arts Degree -Minimum of 15 years of experience, with a minimum of 10 years of experience in operations and or project management REQUIRED SKILLS -Knowledge of State Health and Human Services programs (e.g. Medicaid managed care) -Excellent organizational, interpersonal, written and verbal communication skills -Ability to perform comfortably in a fast-paced, deadline-oriented work environment -Ability to successfully execute many complex tasks simultaneously -Ability to work as a team member, as well as independently DESIRED SKILLS: The ideal candidate will have a minimum of seven years of experience with a Bachelor's degree in an appropriate area of study. In addition, ideal candidates will possess: * ISO 9000 and/or ITL Certification (International Organization for Standardization/Information Technology Infrastructure Library * Degree in Computer Science or Business Administration/Management * Experience developing complex, enterprise-wide systems and or software solutions * Demonstrated expertise and understanding of the Medicaid and Managed Care programs, social marketing and community outreach programs. * Demonstrated expertise and experience with regard to existing and planned information technology and communications systems, processes, developments and stakeholders * Capable of presenting the required information and materials interactively and in a culturally and linguistically competent manner * Demonstrated capability in using Microsoft Office Suite programs (Word, Excel, Outlook, Power Point, and Project) * Strong organizational, communication, interpersonal and project management skills, and the ability to read, write, speak and understand the English language fluently. * Demonstrated expertise and experience in strategic planning; program management and execution; budget development, management and control; procurement; policy development; material management; and program planning and execution. * Experience working with low-income and diverse populations Raytheon is an equal opportunity employer and considers qualified applicants for employment without regard to race, color, creed, religion, national origin, sex, sexual orientation, gender identity and expression, age, disability, or Vietnam era, or other eligible veteran status, or any other protected factor.
