Description
An offer of employment for the Program Manager position will be contingent upon the successful award of the contract.
Summary
Responsible for the overall program management in support ofthe Fort Irwin Installation Support Services (ISS)contract. Interfaces with the Functional Commander, Contracting Officer or designated representative, internal and external customers, and higher headquarters. Ensures that the contract is executed in a safe and efficient manner acceptable to the Government.
Essential Job Functions
- Assists in proposal development for this workscope.
- Directs the organization and performance of certain functional areas and the activities of senior managers. Provides staff direction with an understanding and following of established company policies and procedures.
- Oversees business activities to ensure a high standard of professional excellence is maintained among staff members.
- Directs business function including, approval of overall project plan, budgets, and work breakdown structure.
- Establishes and implements short- and long-term strategies to deliver services to customers within reasonable schedules and budgets.
- Establishes and communicates goals and objectives, defines methodologies, tasks, and activities, and clearly describes roles and responsibilities for performing to personnel. Communicates broadly to help ensure overall coordination for cross-functional teams.
- Manages the contract to ensure fulfillment of all contractual obligations to the complete satisfaction of the Fort Irwin community and the Installation Support Services contract.
- Ensures all work is performed in accordance with the stipulations of the contract requirements and applicable Federal, state, local and host nation laws, regulations, and directives to include the publications set forth in the RFP.
- Provides sound financial management programs and controls to ensure optimum return to the U.S. Army,Fort Irwin and corporate budgetary objectives.
- Partners with Fort Irwin, the U.S. Army, team members, and employees in fostering integration and teamwork.
- Ensures establishment of programs to support security, environmental protection, conservation, fiscal budget and safety requirements.

Qualification
Basic Qualifications
- Master's degree or equivalent combination of education and experience
- Master's degree in related field preferred
- Fifteen or more years of related experience
- Nine or more years of experience in a supervisory or management capacity included
- Experience working with the past and present CSC business environment
- Experience working with concepts, practices, and procedures in areas of responsibility
- Experience working with the management implications of various forms of financial data
Other Qualifications
- Minimum of ten years program management experience and knowledge of program regulations managing a major Installation Support Services program
- Fifteen years of senior management experience
- Strong background in installation support management on major federal government programs with specific US Army experience/background preferred
- Demonstrated experience in managing site support services including facilities support services, base civil engineering and/or department of public works.
- Extensive knowledge of financial accounting principles and procedures, budget management accountability and human resources is highly desirable.
- Strong communication skills needed to interface with high-level customer representatives
- Strong strategic management and planning skills
- Ability to publicly represent company with internal and external clients
- Ability to use own judgment and initiative in problem resolution
