Program Manager (31833)
Description
The designee is responsible for managing the contractor’s effort under the basic contract and all associated task orders. This person shall be the single technical point of contract to the government. The percentage of management is determined by each individual task order. This is a working level position and the individual is expected to add value to each task order and basic contract management. Designee shall be available 100% to the government during the life of the contract. The position is customer-oriented. A contractor’s overall performance evaluation can be tied to how well the PM performs. This individual shall be knowledgeable and skilled in financial management processes and budgeting. He/she shall be skilled in writing and validating technical and financial reports. This person shall demonstrate good problem solving skills. The résumé shall list all valid program management experience and the systems or project under the individual cognizant. Other useful information to validate project management experience is the title and scope of the contract, the amount the contract was awarded, and the number of personnel managed. Education: Bachelor degree in Engineering, Physics, or Mathematics. Specific Experience: Two (2) of the five (5) manager years must be directly related to Navy shore ATC systems. Résumés shall specify work on specific Navy shore ATC equipment..
Required Skills
In support of this contract, the contractor and the majority of the labor categories shall have specialized experience with many of the listed relevant systems, equipment, and programs. Required Experience
Fifteen (15) years of technical experience in support of professional engineering duties that include: Equipment support, Systems support and programmatic support. Eight (8) years Program Management experience to include: Technology Assessments, Systems Design, Systems analysis, Programmatic Support, Acquisition Planning and Budget Planning. Five (5) years as a manager of ATC systems design/installation. Two (2) of the five (5) years must be directly related to Navy shore ATC systems. Applicant shall have a working knowledge of Federal Acquisition Regulation (FAR) and DOD procurement policies and procedures.
