Program Manager (32213)
Description
- Support implementation of Logistics Health Assessment (LHA) as the standard logistics assessment tool throughout the Air Force. Support integration of LHA in the Probability of Program Success (PoPS) and System Metric and Reporting Tool (SMART). Maintain the LHA Users Guide and the LHA Configuration Management Plan (CMP).
- Develop policy for implementation for the Independent Logistics Assessment (ILA) and coordinate ILA with LHA and other assessment tools.
- Support Air Force Smart Operations for the 21st Century (AFSO21) and Develop and Sustain Warfighting System (D&SWS) initiatives in areas such as development of a logistics readiness assessment and levels, and acquisition logistics workforce reconstitution.
- Review Acquisition Category (ACAT) I and non-delegated ACAT II Life Cycle Management Plans (LCMPs) and Acquisition Strategies (ASs), and provide comments and recommendations to preparers and USAF officials.
- Review Program Management Directives (PMDs) and Transfer Support Plans (TSPs) for adequacy in addressing logistics concerns. Provide assistance in development of Transfer Support Plans. Execute Air Force and AFMC direction regarding transfer of weapon system programs from acquisition to sustainment.
- Review Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), and related requirements and capabilities documents for adequacy in addressing sustainment issues.
- Develop policy and provide guidance to field units on implementation of Performance Based Logistics (PBL) and overarching Performance Based Agreement (PBA).
- Staff quick-turn responses to questions from the AFMC Commander, HQ USAF, and Congress on acquisition programs and logistics issues. Work with weapon system program offices at Product and Logistics Centers to develop responses.
- Manage and update information posted to Air Force Knowledge Now (AFKN) Communities of Practice (CoPs) and SharePoint Web sites.
Required Skills
- Must understand current challenges in acquisition and sustainment management and have familiarity with the AFSO21 and Develop and Sustain Warfighting System (D&SWS) initiative. Experience in Air Force acquisition and sustainment processes, especially within AFMC. Outstanding communication ability, strict attention to detail, ability to work under pressure at highest levels of government, and ability to interface at general officer/civilian equivalent level.
Required Experience
Bachelor's degree is desired, plus at least 5 years of experience with Air Force logistics systems. United States citizenship is required. Must be able to obtain and maintain security clearance.
