SUMMARY Civitas Group is seeking a Program Manager with at least 12-15 years of proven project management, system development lifecycle methodology, and project schedule control experience as well as experience in systems engineering, communications engineering and/or related technical fields. The Program Manager will be responsible for overseeing the conduct of a survey for and the design of a major multi-modal communications system for a foreign government.The project is expected to begin in January 2010, and terminate in approximately 18 months.Extended travel to and residence in the Middle East (non-conflict environment) is required.Other program management positions are available for individuals with fewer years of relevant experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES Duties and Responsibilities include the following:
Program Management
Oversees program management office (PMO) operations and coordinates operational activities among multiple operational teams, comprised of approximately 20 contract employees
Serves as the Program Manager responsible for the management, control, coordination and supervision of multiple technical tasks or functions, and their schedules, and final products for clients
Ensures all project objectives and commitments are met
Manages all contract resources, including budget and personnel
Leads the day-to-day management of engagement personnel, including assigning sub-tasks to team members, developing work schedules, tracking progress, and ensuring deliverables are submitted on time and meet Civitas standards of quality
Acts as an operations manager for the PMO, has direct interaction with the client, and reports to the Engagement Manager (EM)
Maintains day-to-day oversight of subordinate Deputy Program Manager (DPM) and recommends process improvements to the EM
Assists in establishing analytical processes to monitor progress and ensure all project objectives and commitments are met
Is responsible for fulfilling client requirements and adjusting assets and resources, as necessary, to meet requirements within the parameters of the contract
Serves as a primary Point of Contact with the client.In this capacity, listens to and understands client needs and requirements, and effectively manages client communications and expectations throughout the life of the engagement
Demonstrates ability to effectively manage program scope and/or resource changes
System Design
Oversees the development of technical and functional requirements for a major communications project which fit schedule, performance, and budget constraints
Oversees, contributes to, and approves the development of technical and operational documentation for a major communications project
Reviews design and engineering specifications to produce review comments and perform quality assurance assessments
Other duties as assigned
TECHNICAL SKILLS/EXPERTISE The candidate should be certified, and demonstrate at least 10-15 years of technical experience in Program and/or Project Management (PgMP, PMP, CAPM).Experience in Earned Value Management techniques, scope estimation, planning, project costing, budget management, and use of project management tools (e.g., Microsoft Project, Microsoft Excel) is required.
The candidate must demonstrate technical expertise with at least 5 years of experience in one or more technical areas:
systems engineering
communications engineering
IT design and/or consulting
The candidate must demonstrate at least 5 years experience in systems engineering and requirements development, including implementation of System Development Lifecycle (SDLC), development of CONOPS, and development of System Requirements Specifications (SRS) and Requirements Traceability Matrix (RTM) documents.
The candidate should demonstrate an understanding of multiple technologies relevant to multi-modal communications systems.Experience managing operations, security technology development, and security engineering is a plus.
NON-TECHNICAL SKILLS/EXPERTISE
Strong understanding of business processes and management
Ability to work independently with clients, proactive, self starter, and self managed
Experience supervising and managing multiple, small teams
Excellent communications and client facing skills
Background in Emergency Management policy, programs and/or technologies (preferred)
Understanding of Government security threat assessment methodologies (preferred)
Business or Government professional experience in the Middle East (preferred)
Fluency in written and spoken English (required) and Arabic (preferred)
U.S. citizenship
EDUCATION and EXPERIENCE The ideal candidate will have a Master’s degree in a relevant area (including, but not limited to, EE, MBA) or equivalent experience in these fields.
