Serve as United States Patent and Trademark Office (USPTO) Program Manager for a large, complex program with task order support requirements. The Program Manager manages substantial software development contract support operations including multiple projects (many with contract values over $10 million). The Program Manager organizes, directs and coordinates planning and production of all the contractor's support activities. The Program Manager should have demonstrated experience for oral and written communications with all levels of management for planning and control of projects.

Specific Duties:

• Responsible for the overall management of the program and ensuring that the technical solutions and services in the task order are implemented on time and under budget.
• Responsible for planning, organizing, controlling, and directing the technical, administrative, financial, contractual, and personnel actions required to support the contract.
• Ensures work meets government needs within funding, scope, timing, technical, and staffing constraints.
• Interfaces with USPTO management personnel, USPTO contracts staff, and other cognizant USPTO and industry stakeholders.
• Capable of meeting in conference with USPTO project managers and stating problems in a form capable of being solved.
• Formulates and reviews project plans, determines cost, and ensures conformance to work standards.
• Assists with the capture of the overall contract vehicle being competed by the government. Primary capture manager for all task orders that will be competed on the vehicle after successful award.
• Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating polices, purposes, and goals of the organization to subordinates.
• Assigns, schedules and reviews work of subordinates.
• Able to evaluate proposed information systems to determine technical feasibility with government specified technologies, cost for implementation and operations, as well as functional adequacy.

Bachelors Degree in Computer Science, Information Systems, Engineering, Business and a minimum of 15 years progressive and diverse government or industry project and program management experience to include a minimum of 5 years of senior leadership experience and include a minimum of 7 years of leadership in an information technology field required.

Additional Requirements:

• Ability to successfully complete the Stanley Background Investigation to include; 50 State Criminal, Education, Employment, Credit and Driving Records Checks for continued employment.
• Ability to successfully complete a Government Agency Background Investigation/Security Clearance (Public Trust); US Citizenship is required.
• Expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.
• Experience with government contracting.
• Experience managing large diverse, multifunctional teams composed of employees (both under direct supervision and indirectly assigned to owned projects from other corporate organizations), consultants, subcontractors, and temporary labor.
• Project Management Institute Program Management Professional (PgMP) or Project Management Professional (PMP) certification required.
• Demonstrated experience for oral and written communications with all levels of management for planning and program control.
• Experience with software development including design, implementation and integration, concept development, planning, requirements definition and analysis, systems design and development, coding and testing, production, deployment, implementation, integration, and software application maintenance.
• Expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.
• Experience in managing and executing the successful capture of government procurements at the task order level.
• Experience with quality and process improvement systems including the Software Engineering Institute’s (SEI) Capability Maturity Model – Integration (CMMI), International Organization for Standardization (ISO) 9001:2000 and Six Sigma.


 


Preferred:

• Masters Degree in Computer Science, Information Systems, Engineering, or Business preferred.
• Experience in managing and executing the successful capture of a large government procurement (either IDIQ or single full and open task) of greater than $100 Million in contract value.
• Experience as a Chief Information Officer, Deputy Chief Information Officer, or Senior Information Technology Director in government or industry.
