GC&E Systems Group is seeking a Program Manager for its Army IMCS II contract.
Candidate will be responsible for all management aspects of high visibility O&M and communications engineering contract. Responsibilities include but are not limited to:
- P&L, staffing, management, oversight and mentoring of employees
- Participate in the negotiation of task orders and contract changes
- Coordinate the preparation of task order proposals, proposal work statements and specifications, operating budgets and financial terms of each task order and special project
- Act as a primary contact for program activities, leading program review sessions with customer to discuss performance, scheduling and future requirements
- Develop new business or expand the company’s service offering with the customer
- Direct work of employees from multiple functional areas
- Support Site Managers in documenting and creating monthly work matrix reports for the government involving: trouble tickets, MAC tickets, new installs and material usage
Specific Description:
- Serve as the Contractor’s Contract Manager, and is the Contractor’s authorized interface with the Contracting Officer (KO), the Contracting Officer’s Technical Representative (COTR), and local Network Enterprise Command (NEC) personnel
- Responsible for the overall ID/IQ contract
- Responsible for formulating and enforcing work standards, assigning Contractor schedules, reviewing work discrepancies, supervising Contractor personnel and communicating policies, purposes and goals of the organization to subordinates
- Provide Quality Control Plans for all relevant requirements
- Accountable for meeting contractual performance criteria and due dates during service delivery, and successful overall contract performance
- Responsible for the delivery of services to the customers according to the PWS
- Provide management oversight of all contract personnel and ensure high-quality and acceptable task completion and deliverables from contract personnel in compliance with the PWS
- Responsible for the personnel and technical management of all tasks
- Ability to develop computer-generated reports and presentations
- Manage subcontractor performance on each task order
- Work directly with contracting officer and client to coordinate contract activities and schedules, negotiate special projects, and solve problems that arise during contract and task order execution.
