PROGRAM MANAGER.
The Program Manager manages multiple projects at diverse locations. Organizes, directs, and coordinates planning and production of all contractor's contract support activities. Must have demonstrated capability for oral and written communications with all levels of management personnel, contractor, managers and client agency representatives. Formulates and reviews strategic plans and deliverable items, determines contract costs and ensures conformance with standards. Explains policies, purpose and goals of the contractor's organization to subordinates. Must be authorized to negotiate and make binding decisions for the company. Specific responsibilities and approaches are detailed in the contractor's Quality Assurance Plan. Actively assures the implementation of and compliance with the Quality Assurance Plan.
Required: General - Eight (8) years within the last ten (10) calendar years of intensive and progressive ADP experience.
Specialized - Five (5) years within the last ten (10) calendar years of experience supervising and managing substantive ADP projects involving software development or computer operations projects.
Specific - Two (2) years within the last five (5) calendar years of intensive and progressive experience managing complex software projects, including the management of at least 50 or more ADP specialists, in subordinate groups and in diverse locations or large, complex computer operations projects including the management of at least 30 personnel in subordinate groups working in multiple locations. The Program Manager must demonstrate one (1) year's intensive and progressive experience managing complex organizations for which they had total responsibility for the financial success of the organization. Must have program management experience in a DoD environment. The Program Manager must demonstrate management of Cost Plus Fixed Fee (CPFF) DoD contracts.
Please note that General, Specialized and Specific Work Experience may be earned concurrently.
Education: The minimum education requirements are a 4-year bachelors degree from an accredited college or university in a curriculum or major field of study which either (1) provides substantial knowledge useful in managing large, complex Automated Information System (AIS) projects, (2) is closely related to the work to be automated, or (3) is in Computer Science, a physical science or a mathematics-intensive discipline. The Program Manager skills must include MS Office products including Excel, Microsoft Project and Word.
Performs other duties and special projects as needed and directed by the manager.
