Program Manager

Program Management

The Program Manager’s role is to provide the centralized coordinated management of Electric Distribution Operations and Generations’ portfolio of projects, programs, blankets and overheads. This position builds the life cycle and identifies critical path tasks for each line item in the budget; identifies the resources required in the portfolio and coordinates the assignment of either internal or external resources. The Program Manager then develops and manages the resource plan by communicating with all stakeholders, and with them make decisions in support of the initiatives and company goals; track progress and costs with the purpose of making the necessary changes to the plan that will provide the greatest return to the company across the entire portfolio.

 

Job Responsibilities:

  • Develop and administer the assigned 15 year portfolio of EDO&G programs and projects on a rolling calendar and track project plans prior to funding and determine appropriate placement within the portfolio.
  • Build accurate project cost and resource estimates.
  • Assure that adequate project documentation provided for each line item in the budget
  • Work with operations executives and Project Managers to set up methodologies for project construction, planning and execution.
  • Forecast resource requirements for the Long Term Portfolio based on various budget scenarios.
  • Monitor spending and resources for the current year plan and forecast the resultant impacts on the Long Term Portfolio and projected resource plan.
  • Work in close liaison with EDO&G Program Management Current Year Line/Substation and Asset Management to ensure the Long Term Portfolio is properly loaded and resource identified.
  • Produce future divisional resource plans.

Qualifications:

 

  • A Bachelor of Science Degree in Engineering, Finance or related fields.

 

  • Five years of professional experience in a combination of program/project management and electric distribution/transmission engineering/operations or equivalent.

 

  • Power delivery project management, budgeting, forecasting and scheduling experience desirable.

 

  • PMP - Project Management Professional certification desirable or ability to achieve.

 

  • Proficient in project management software (Primavera)

 

  • Must possess excellent interpersonal and written communication skills including the ability to communicate effectively both internally and externally to the organization; including negotiation and problem solving skills.

 

  • Ability to manage and prioritize a portfolio of projects and other work under budget, resource and time constraints.

 

  • Proficiency with PC software applications particularly the Microsoft Office Suite (including Access). Ability to use enterprise scheduling, supply chain, and accounting midrange and mainframe based software applications used in the department.

 

  • Valid driver’s license and ability to travel overnight to various company locations when required.

 

  • Must demonstrate a high level of personal initiative and ability to interact with company personnel, contractors, regulatory and municipal officials in a positive and collaborative manner.

 

  • Must possess excellent interpersonal and written communication skills.

 

  • In depth knowledge of power systems operations, construction and engineering.

 

  • Proficiency with Microsoft Office suite of software including Access; Business Objects, Storms, Power Plant and People Soft financials and supply chain.

 

  • Knowledge and proficiency in Primavera highly desirable.

 

  • Power delivery project management, budgeting, forecasting and scheduling experience desirable.
