
Position: Program Manager
Location: Annapolis Junction, MD
U.S. Army Corps of Engineers (USACE) is managing the design and construction of a high-tech, highly secure data facility. The program is in the pre-construction phase with multiple design-build package RFPs expected to be issued in 2010 and construction completed in 2011-2012. USACE has contracted MOCA Systems to provide program management and control services.
MOCA is seeking a Program Manager (PM) to lead all aspects of our services to the USACE on this program. The PM is expected to have experience with both the design and construction of high-tech, highly secure facilities, with a keen sense of the challenges related to the effective management and coordination of multiple contractors working on an aggressive and time-sensitive program.
Qualifications you will have if you are a great candidate;
Required
· 12+ Years of Program Manager/Project Manager experience on the construction of high-tech facilities
· Bachelors Degree and preferably Masters Degree in Construction Management or other related engineering discipline
· US Citizenship mandatory
· Must be able to travel as needed
· Knowledge of both the design and construction of high technology data hall/data center facilities including power and cooling requirements, critical systems and the modular nature of data hall construction
· Physical security strategies for highly secure facilities, including perimeter access control during facility construction and start-up
· Experience working with third-party utility providers, most importantly knowledge of costs of bringing utilities to a remote location and the accompanying schedule requirements
· Knowledge of military facility commissioning standards, including data and communications systems
· Proficiency in scheduling software (Microsoft Project and/or Primavera P6) and Enterprise Risk Analysis software (Oracle Crystal Ball, Primavera Risk Analysis, Monte Carlo simulations, etc.)
A Plus
· Top Secret or Secret clearance desirable
· Experience with LEED (silver) requirements as applies to heavy civil structures
· DoD and United States Army Corps of Engineers design and construction experience

· Engage with USACE and other consultants to determine the optimal design packaging to deliver the facility within the required timeframe
· Manage and facilitate a team of estimators, schedulers, and risk managers to phase the design and construction of the facility and critical systems implementation
· Understand critical system implementation requirements including the mechanical (cooling systems) and electrical component lead (manufacturing) times to develop planning for optimal design packaging
