Purpose: This position is the ORNL Solar Technologies Program Manager in support of the U. S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE). This position reports administratively and programmatically to the ORNL Director of Energy Efficiency and Electricity Technologies Program and also interacts with key programs and divisions at ORNL. Major Duties/Responsibilities: The responsibilities of this position are related to supporting EERE providing: 1) programmatic interactions with the DOE Program Managers and staff and 2) technical and program development leadership of ORNL activities. The overall activities at ORNL cut across multiple technical programs and will require coordination and communication across these areas. Nearly all of the R&D activities at ORNL require and have extensive industrial and university participation. ORNL is expecting significant growth in this area and will require the ability to understand capabilities within the Lab, technical requirements for solar technology applications, and sponsor needs.
a) Provide leadership, communicate and work with EERE program managers regarding program activities and plans including: 1) development of program plans, 2) research plans, 3) technology roadmaps, 4) programmatic planning of future activities, 5) technical status of projects, 6) ORNL Annual Operating Plan, 7) activities in response to calls for proposals, 8) funding, and 9) project related meetings. Work with DOE-project offices with respect to technical status and reporting of projects, technical meetings and agreements of technical projects in which ORNL is carrying out R&D. Work with DOE-ORO program manager responsible for EERE solar technology activities.
b) Provide leadership by communicating and working with ORNL program managers, division directors, and staff regarding solar technology activities. This is particularly important in this program since many projects are performed with staff from various groups, divisions, directorates, and organizations inside and outside ORNL. This includes the ability to work with Office of Science staff and basic energy sciences staff at ORNL.
c) Host visits and meetings at ORNL by various program managers, industry, associations, and university teams in order to strengthen relationships and enhance R&D efforts at ORNL.
d) Lead efforts and communicate with ORNL program managers and staff on project and proposal development, Field Work Proposal preparation, and technical/programmatic meetings.
e) Provide fiscal responsibility for ORNL projects including management and monitoring of subcontracts. Assure that all projects are carried out within cost and schedule guidelines.
f) Work to develop new programmatic areas and technical projects; maintain and successfully complete current projects; and interact with staff and industry/universities on activities prior to and in responding to call for proposals. Interact with industry, universities, states, associations and DOE to develop new program areas and projects. Coordinate activities with other DOE national laboratories.
g) Continue the growth of interactions with states and with industrial associations including Solar Electric Power Association, EPRI and others.
h) Have a working knowledge of related activities in other DOE-EERE programs, offices and other government agencies.
Qualifications Required: This position requires an advanced degree in materials science and/or engineering or a related scientific discipline, with 7-to-10 years of R&D experience in similar technical areas. Specialized knowledge is required in materials science, thin films, and organic systems for solar applications. Manufacturing process experience in the solar industry is important. Since ORNL R&D efforts often crosscut across various disciplines and include multi-disciplinary teams, knowledge of ORNL capabilities in technical areas including materials, chemicals, power systems, power electronics, sensing and controls, and computational science and engineering are critical. Program or project management experience in being part of, developing, and forming interdisciplinary R&D project teams that include ORNL, industry, and universities is a very important part of this position. The ORNL program manager must be able to work effectively with both ORNL and DOE program staff.
