South Coast Air Quality Management District (AQMD) is one of the largest and most technologically sophisticated environmental regulatory agencies in the nation. The work we do affects the quality of life of over 17 million people living in four Southern California counties. AQMD's headquarters is located in Diamond Bar, 30 miles east of downtown Los Angeles.
PROGRAM SUPERVISORS supervise either a program area or a unit of professional and technical staff involved in the development or administration of air pollution control projects; coordinate work of other professional staff involved in major air pollution control projects, and/or conduct the most difficult and complex research and analysis of air quality issues. They may also develop rules and regulations based on the Air Quality Management Plan; and formulate guidelines, policies, and other related work.
Currently, there is one vacancy in the Best Available Control Technology (BACT) unit of our Technology Advancement Office. The position will supervise the BACT unit, oversee other stationary source related activities, and will serve as a subject-matter expert and resource on BACT-related issues.
SPECIALIZED DUTIES FOR THIS POSITION INCLUDE THE FOLLOWING:
• Supervising staff and overseeing the BACT processes and guidelines and other stationary source related activities in the Technology Advancement Office
• Attending meetings and hearings and presenting testimony on behalf of AQMD
• Responsible for organizing and leading a committee of AQMD and outside experts in BACT
MINIMUM QUALIFICATIONS
EDUCATION: Graduation from an accredited college or university with a bachelor's degree in engineering or the physical, social, or biological sciences, depending on the particular functions of the assigned unit.
EXPERIENCE: Four years of technical air quality or professional analytical experience which would demonstrate the requisite knowledge, skills and abilities defined in the job announcement for this position.
DESIRABLE QUALIFICATIONS
The most competitively qualified candidates will possess:
• Thorough knowledge of and experience with Best Available Control Technology (BACT) processes and guidelines
• Training in and directly related experience with Cap-and-Trade programs, Lowest Achievable Emission Rate (LAER), and New Source Review (NSR)
• Experience with project management, contract administration, and reporting
• Familiarity with AQMD rules and regulations
• Knowledge of and experience in developing, preparing, and/or reviewing localized and regional air quality analyses and using computer models and related software application programs
• Proven ability to make presentations and effectively communicate agency positions and potential air quality impacts at meetings, workshops, and public hearings
• Exceptional leadership, oral presentation, and written communication skills
• Demonstrated ability to successfully manage multiple projects and shifting and competing priorities while meeting deadlines
