Project Engineer
BASIC FUNCTION:
Responsible for internal production cost analysis. Performs senior engineering work and coordinates a variety of engineering duties. Independently performs the planning and design of production tools/machines, improving manufacturing methods, developing solutions to production problems relating to materials, processes or tooling; supports new programs by developing new processes, designing tooling or machinery and developing production controls to maintain cost effectiveness. Oversees the set up of new equipment and optimum operation, teaching proper usage.
ESSENTIAL FUNCTIONS:
1. Designs and implements complex improvements to manufacturing process, tools, machines, or production design and establish procedures to ensure maximum manufacturing capability.
2. Develops, coordinates and maintains value added and specific capital equipment specifications, overseeing design, fabrication or initial run-off of equipment recommending improvements in equipment, design or methods.
3. Provides detailed costs for purchase of new or revised equipment, including alternative options and comparisons to maintain optimum cost savings.
4. Develops and implements programs or processes to improve quality, productivity, safety and cost within the manufacturing area.
5. Establishes or interprets process procedure for secondary processes to maintain value added processes.
6. Investigates Engineering Changes to determine if the change(s) meet customer requirements, standards, is feasible, is justifiable or accurate and recommends or rejects change based on all of the above.
7. Develops PFMEA’s and Flow charts for new and revised programs.
8. Investigates and resolves customer concerns or problems related to manufacturing product, ensuring customer satisfaction.
9. Coordinates with the quality assurance and engineering department in the development of data collection and analysis techniques including measurement system analysis, and computerization of all systems and studies directed at improving overall plant quality and productivity.
10. Develops and maintains customer approved statistical process control program and evaluates application of metrology and statistical methods used to diagnose and correct quality deficiencies.
11. Establishes reliable vendor relationships and coordinates the receiving of all new materials to ensure quality standards, timely delivery and cost efficiency.
12. Establishes and coordinates testing procedures used in production to ensure acceptable quality levels in conjunction with engineering specification requirements to include development of technique, frequency, and proper documentation and reporting of the results.
13. Conducts supplier quality surveys at various manufacturing facilities, which maintains a standard of quality in raw materials and finished goods.
14. Researches and develops techniques for solving quality related engineering problems, which may include identifying root causes, instituting corrective action and monitoring the results.
15. Tests product samples documenting results for ISIR/PSW submission and approval, coordinates with suppliers for similar submission and approval, and maintains necessary documentation and files for customer quality rating programs.
16. Determines the deposition of rework and rejected products from customers and suppliers, and prepares the necessary documentation.
17. Assists engineering by providing technical support in the development and standardization of quality assurance aspects of new products, gauging inspection procedures, supplier quality assurance, supplier audits, and problem solving and at the customer plant level.
18. May be required to travel to various customers’ locations and plant sites.
19. Manage program development activities including assurance to timing milestones, cost budgets, and quality targets. Also includes leadership role in coordination of team member activities, component management, fundamental design direction, program problem solving, supplier management and customer interface.

STANDARD QUALIFICATIONS
Education: Bachelor’s Degree in a Scientific field or equivalent experience
Working
Knowledge: Assignments require considerable knowledge of management practice and policy interpretation or a combination of education and experience that develops technical capability to independently evaluate, select and apply techniques and standards.
Completion of a skills matrix will be required.
