Qualifications/Skills

Bachelor’s Degree in IT field or equivalent required.

5+ years experience leading IT development and implementation of complex, mid to large scale, multi-location, corporate IT initiatives in the Lab area of HealthCare is required.

Experience in directing project teams consisting of Program Analysts/Developers, Business Analysts, Subject Matter Experts, Infrastructure Engineers/Consultants, Quality Assurance Resources, Solutions Consultants, Vendors, etc.

Experience with managing budgets and metrics associated with mid to large projects.

Experience in the healthcare insurance/member service environment.

Ability to manage and coordinate multiple, concurrent projects.

Ability to develop comprehensive project plans, define project scope and establish objectives for assigned projects.

Exceptional analytical, interpersonal, written and verbal communication, organizational, presentation, coaching and mentoring skills.

Proficient with project management tools. (i.e. MS Project, RPM, Niku Clarity, WorkBench, or equivalent tools.)

Ability to create integrated business and IT project plans, key milestones, dependencies, critical paths, resource plans, resource loading, risk management plans, program management including change and quality control.

Extensive expertise in system/software development life cycle and project management methodologies. • PMP Certification strongly desired.

Experience with Comprehensive Delivery Process (CDP) desired.

Experience with Agile Project Management Techniques and Processes a plus (e.g. Scrum). • Demonstrated service orientation to monitor others’ work to ensure quality and alignment in meeting members’/customers’ needs.

Track record of maintaining standards and prioritizing project work to meet members’/customers’ needs.

Experience with implementing large projects in large, complex organizations, utilizing direct and matrixed resources distributed across multiple locations.

Demonstrated experience in leading technical and functional teams for custom development projects.

Ability to work in a fast-paced and dynamic environment.

Must be self-motivated and flexible with a positive “can-do” attitude.

Must have the ability to work and communicate with all levels of management, internal and external vendors/partners, system integrators, etc.

Familiarity with Mainframe, UNIX and Windows systems architecture.

Job Responsibilities :

Effectively manage and execute multiple projects.

Define, develop and execute integrated project plan

Work with team to define and develop team structure, roles & responsibilities.

Negotiate with various departments for matrixed resources and form project team.

Lead all phases of projects, from concept through deployment, including needs assessment, system requirements determination, TCO estimates, planning, scoping, scheduling, budgeting, development, testing, implementation, etc.

Ensure project deliverables are aligned with performance, budget, schedule, and quality objectives. • Lead a project team consisting of varied personnel such as Program Analysts/Developers, Business Analysts, Subject Matter Experts, Infrastructure Engineers/Consultants, Quality Assurance Resources, Solutions Consultants, Vendors and other matrixed staff.

Drive and coordinate the delivery of technical solutions throughout the Health Plan/Member Services Call Centers.

Conduct business impact and cost/benefit analysis evaluations and recommend the appropriate course of action for assigned projects

Effectively communicate project status, recommend actions and determine priorities with the Business and IT stakeholders.

Establish appropriate project control, processes, standards and procedures.

Track internal and external vendor deliverables to ensure that they meet committed scope, schedule and budget.

Manage, negotiate and act as liaison with Client, strategic partners, vendors, contractors, consultants, and other resources contributing to the success of all assigned projects.

Identify and manage risks and issues, including the development and implementation of appropriate mitigation plans.

Serve as the Single Point of Contact for IT deliverables related to the assigned projects.

Develop and mentor project staff.

Administrative tasks such as input to performance reviews, task assignments in RPM (Niku)/Workbench, time sheet approvals, etc.

Positively influence project stakeholders, perform at a strategic and tactical/hands-on level, and provide communications and guidance to senior executives and sponsors regarding their role in ensuring the success of all assigned projects.

Facilitate communications and interactions between functional groups, team members, strategic partners and vendors.

Utilize project management tools, techniques and processes.

Resolve conflict and difficult situations, apply sound business and technical judgment to keep assigned projects moving forward, timely, correctly, while maintaining a high sense of team spirit and cohesiveness.

Monitor progress of assigned projects, ensure adherence to their charter, IT principals and standards, and intervene in case of scope change, or pending failure.

Anticipate and prevent potential problems, resolve issues as they arise and escalate critical problems to senior management as necessary.

Coordinate with functional managers on short and long-term needs to appropriately position project resources, identifying potential skill shortages and resolving them in a timely manner.
