Project Manager

MINIMUM QUALIFICATIONS:

Incumbent must possess a minimum of ten years senior management experience on medium to large sized projects with a contract value above $200M or $20M a year. A combination of military and civilian base operations support (BOS) project management experience in a union environment is highly desirable. Educational requirement: Bachelor's Degree or higher. Civil/Mechanical /Electrical/Industrial Engineering disciplines preferred.

SUMMARY:
This position is contingent upon award of the Installation Support Services contract at Ft. Sill, OK. Anticipated contract award date is on or about September 1, 2010.

The Project Manager is the lead EG&G manager on-site responsible for all major functional areas as well as the execution of each project element. Manages workloads, sets priorities, and ensures the timely and effective completion of work schedules and deadlines. Interfaces with Government, Union Representatives, and other internal organizations as needed to meet project goals. Manages, coordinates and directs all activities within all areas of the project. He or she is responsible for overall direction, coordination, and evaluation of assigned project. Carries out supervisory responsibilities in accordance with company and regulator policies, procedures, and applicable laws.

DESCRIPTION OF DUTIES:
1. Coordinate activities between managers and lead support staff responsible for Directorate of Public Works, Ft. Sill and all other project components. Provide all materials, supplies, facilities, supervision, labor, and equipment, except that specified as Government-furnished, to perform Public Works functions at Fort Sill, Oklahoma. Contract work and responsibility shall include all Contractor planning, programming, administration, management, and execution necessary to provide the specified services.
2. Overall responsibility for cost, schedule, and technical performance of assigned scope. Ensures all cost, time-keeping, and accountability of expenditures are appropriate and available for audit.
3. Manage project status reports to ensure proper documentation is maintained and completed.
4. Schedule total project activities identifying all interaction and support activities required.
5. Establishes work procedures and controls, prepares and/or review work schedules, and expedites work flow.
6. Work closely with other managers and section leaders to ensure that all schedules are effectively communicated and strategic solutions are developed as needed to meet required milestones.
7. Create and maintain master files/schedules related to project history, execution, budget, and status. Promotes effective communication with internal and external organizations and customers.
8. Delegates portions of activities, responsibilities, and authorities, as necessary and desirable, to operational and compliance managers, functional area leaders and other staff. Ensures that the responsibilities, authorities, and accountability of all assignments are defined and understood.
9. Manage and interface with Subcontractors to include responsibility for contractual deliverables, development of responses to request for quotes and overall task execution.
10. Develop detailed statements/scopes of work including staffing requirements, assignments, and plans to meet project goals. Estimate resource needs and schedule and assign work to meet completion dates.
11. Ensures environmental/safety compliance for assigned project. Participates in developing, interpreting, and implementing policies and procedures associated with the project. Ensures compliance with established policies and procedures.
12. Prepares reports and maintains documentation/logs as necessary or requested.
13. Provide timely and accurate reports and data to the Government and other staff as needed. Manage Customer interface in terms of scope of work, feasibility, performance schedules, objectives, and accomplishments.
14. Coordinate and maintain program documentation with internal and external teams including plans, schedules, briefings, reports, correspondence, contracts/contract modifications, technical instructions/procedures, and/or related material.
15. Prepare routine and non-routine correspondence, documentation, and reports.
16. Performs other duties as assigned

OTHER RESPONSIBILITIES

SAFETY:
EG&G enforces a safety culture whereby all employees have the responsibility for continuously developing and maintaining a safe working environment. Each incumbent is responsible for completing all training requirements and fulfilling all self-aid/buddy-aid responsibilities, participating in emergency response tasks as requested, and serving on safety committees and teams as requested.
In addition, because this position possesses management duties, the incumbent must accept the responsibility for enforcing and maintaining the safety of themselves and others by effectively communicating and adhering to all written and verbal instructions, performing daily inspections of the functional work area and promptly responding to and correcting all identified hazards or unsafe conditions, bringing nonstandard operations or environmental factors that may involve unmitigated hazards to the attention of senior management, Safety and/or Training, and continuously enhancing employee involvement in safety rules and policies. Incumbent will also be responsible for utilizing written guidelines for training each employee in on-the-job safety. A copy of such outline will be signed by the employee and forwarded to Training for inclusion in the employee's training record.

PERFORMANCE MANAGEMENT:
EG&G manages and tracks its cost, schedule, and scope commitments. This involves total responsibility for the technical accomplishment, schedules, and budgets related to their work. In that role, the PM has direct control over the resources, defines and plans the work tasks, has authority to implement corrective action, and is accountable for all tasks within the assigned Cost Accounts.

PROCEDURE COMPLIANCE:
Incumbent must read and understand the general and specific operational, safety, and environmental requirements of all plans, procedures, and policies pertaining to this job and sign a statement acknowledging completion of this job requirement and the acceptance of the requirements to perform all procedure steps without deviation. In addition, directors are accountable to assure implementation of this requirement within their organization.
