Market Project/Program Manager – New Site Build/Mods/UMTS


Position Description:


This individual is responsible for the cost, quality and schedule for assigned projects for work performed by internal staff and resources, and external vendors for wireless infrastructure projects for new site build and modifications to existing facilities. The project manager prepares the scope of work, pricing, resources and schedule for new and proposed projects in accordance with existing contract terms and conditions. The project manager is responsible for managing site acquisition, engineering and construction projects in compliance with established processes and policies established by the company, the client, and regulatory agencies. He/she will enforce the Nsoro quality program and ensure that appropriate safety guidelines are followed in the performance of the work by staff and vendors.  The position reports to the senior program manager for the geographic market.


Responsibilities



  • Safety: Implements the company safety policy for assigned projects and ensures that work practices meets or exceeds all current company and industry standards and applicable federal, state and local laws and regulations. Monitors execution of safety plan and performance of work performed by internal staff and resources and external vendors, and conducts project safety inspections.

  • Cost and financial management: prepares cost proposals based upon established unit rates and/or solicits cost proposals from vendors based upon a written scope of work. Responsible for managing the financial cycle including bidding and proposals, purchase orders, and review and approval of vendor invoices. The project manager is accountable for managing the project budget, project financial tracking and reporting, and project close-out.

  • Quality: understand, train and enforce the company quality program, processes and standards. Manage the inspection and acceptance work performed by vendors and company resources including the quality of services, equipment and materials, engineering documents, and other required project deliverables. Implement and achieve the company Zero Defect Policy.

  • Schedule: plan and implement all project staff, vendors and resources in accordance with the established project schedule. Manage and report progress in compliance with defined milestones by maintaining current and accurate records on internal and client database and document control systems.

  • Contract Administration: the project manager is required to understand the technical and commercial terms and conditions of the client master services agreement with Nsoro. All work shall be performed in compliance with the contract requirements, scope of work and pricing.

  • Associated responsibilities for the management of Project Coordinators and Construction Managers

Qualifications:

·         Bachelors Degree or equivalent experience;  10 years experience with minimum 5+ years related telecommunications experience preferred.
·         Achieved PMP certification or equivalent. Establish and Manage Plans

  • Project management scheduling software experience (i.e. Microsoft Project, P3e or comparable)

  • Proficient in MS-Word, Excel, and Powerpoint.

  • Working knowledge of the wireless industry

  • Wireless new site build and modifications deployment and implementation experience

  • Some real estate, site acquisition and zoning experience preferred

  • Design and construction experience

  • Core network experience
·         Some RF engineering experience preferred.

·         Use knowledge of customer’s networks and business models to assist with determining future opportunities to deploy additional products and services.


·         Possess risk management and contingency planning abilities, and demonstrate excellent decision-making abilities.


·         Possess demonstrated ability to negotiate complex or sensitive issues to favorable resolution.


·         Equipment ordering and material management experience


·         Develop a reputation for teamwork, integrity and trust


The qualified candidate must consent to and pass a background check and drug screening test. The job requirements include the ability to travel as required to complete assigned tasks and responsibilities including, but not limited to offices, construction sites and various metropolitan, urban, or other locations.
