SUMMARY/GENERAL DESCRIPTION OF JOB:
Responsible and accountable for managing, organizing, planning, directing, coordinating, controlling, administering, monitoring, and overseeing the day-to-day operational and administrative tasks/activities of the Tinker Support Services Joint Venture (TSS J/V) Civil Engineering (CE) Services contract with TAFB in conformity with and for the purpose of achieving the goals and objectives set forth by the joint venture partners. This position has the overall responsibility for contract performance, financial management, safety, quality of work, supervision of employees, personnel administration, responsiveness, and contract compliance.
 
ESSENTIAL DUTIES & JOB FUNCTIONS:
  • Serves as the senior on-site TSS J/V representative and represents the TSS J/V in all matters related to the execution of the contract. 
  • Routinely communicates with the corporate office on all matters related to contract execution and performance such as personnel safety, deliverables, personnel issues (to include staffing performance), contract task conflicts, contract scope, contract financials, etc.
  • Provides the leadership, direction, and necessary resources to ensure successful and effective contract performance in the areas of safety; quality of work; cost productivity; compliance with established TAFB CE’s procedures; timeliness; accuracy; and cooperation.
  • Establishes and administers local operating policies and procedures consistent with various TAFB CE and corporate policies, procedures, standards, requirements, and expectations.
  • Maintains an employee-oriented attitude in order to attract, retain, and develop competent and productive employees by giving proper direction, guidance, training, and counseling.
  • Anticipates problems and opportunities and addresses them appropriately and effectively.
  • Plans and formulates work plans and organizes tasks to ensure contract performance meet or exceed contract requirements and TAFB CE’s expectations.
  • Meets with project Managers and Supervisors and other employees to identify requirements, assign priorities, coordinate task execution, and assess contract performance.
  • Interprets, initiates, and implements corporate and TAFB CE policies/procedures.
  • Ensures compliance with existing Union Collective Bargaining Agreements in the execution of contract requirements
  • Responsible for conducting employee performance evaluations; planning, assigning, and directing work; rewarding and disciplining employees; addressing employee complaints; and resolving personnel/task conflicts/problems.
  • Ensures a safe work environment for all employees free from Harassment, Intimidation, Retaliation, or Discrimination.
  • Maintains hiring and termination authority over project personnel executing tasks within the scope of the contract and in accordance with corporate/company policies and procedures and Union Collective Bargaining Agreements.
  • Responds to TAFB CE and Contracting (CONS) and corporate requests for information and data and prepares a variety of correspondence.
  • Provides and ensures contract deliverables are accurately prepared and submitted timely and in accordance with contract requirements.
  • Develops recovery plans for activities not meeting contract or TAFB CE/CONS requirements and expectations.
  • Interacts with various TAFB CE offices and personnel as required in order to maintain effective communication exchange and positive relationships.
  • Maintains direct and frequent contact with various corporate offices. Specifically, responsible for channeling, responding to requests for information, data calls, information exchange, and other corporate communications in the areas of human resources, accounting, benefits, legal, risk management, safety, workers compensation and any other corporate offices that may require information/data specific to subcontract personnel.
  • Establishes and maintains a Safety Program in accordance with contract requirements and in compliance with corporate program.
  • Oversees, supports, and coordinates Health, Safety, and Environmental requirements/issues with various corporate offices and TAFB offices to ensure compliance with regulatory requirements and obligations specific to the contract. 
  • Assigns clear and understandable responsibilities for the various aspects of the safety program and ensures employees with assigned responsibilities have adequate resources and authority to perform their assigned duties.
  • Commits resources as necessary to resolve safety issues and concerns.
  • Actively demonstrates safety management leadership and commitment by developing, implementing, monitoring, and improving initiatives focused on safety performance.
  • Develops, implements, and maintains a Quality Control Program/Plan that is tailored to the contract and encompasses all facets of the operation and as specified in the in the TAFB CE Performance Based Work Statement and Award-Fee Plan. 
  • Exercises sound business practices/methods and ensure all business activities are in compliance with all corporate policies/procedures and contract requirements; are carried out in a legal and ethical manner and in compliance with applicable laws and regulations; and are in accordance with good corporate safety practices.
  • May perform other duties as assigned by supervisor.


Job Requirements:
MANDATORY:
  • Bachelor’s degree in management, project or business administration, or science/technical fields. 
  • Proven track record of successful management with at least ten (10) years of progressively responsible experience in facilities maintenance and repair; engineering and construction services; or logistics support services on a Department of Defense (DoD) and/or other federal Government contract or operation. 
  • At least three (3) years of hands on/direct experience as a Senior Level Manager on a DoD and/or other federal Government contract or operation in the areas of facilities maintenance and repair; engineering and construction services; logistics support services; or other DoD base operations support services related areas. Experience must be current or within the last two years.
  • Ability to obtain and maintain a U.S. Government Secret security clearance.
  • Strong knowledge of DoD or other federal Government contracting, FAR, and related terms/regulations.
  • Experience demonstrating strong writing skills.
  • Experience showing good communication, interpersonal, motivational, and organizational skills.
  • Experience demonstrating hands on proficiency with personal computers and with MS Office Software Suite (Excel, Word, PowerPoint, and Outlook).
  • Current valid state issued drivers license and good driving record.
PREFERRED:
  • Advanced degree in management, financial, or contracting field.
  • At least four (4) years of hands on/direct experience as a Project Manager on a DoD and/or other federal Government contract or operation in the areas of facilities maintenance and repair; engineering and construction services; logistics support services; or other DoD base operations support services related areas.
  • Knowledge of and experience with unions and Collective Bargaining Agreements and U.S. Department of Labor employment law (regulations/terms and Fair Labor Standards Act).
  • Knowledge of U.S. Department of Labor regulations/terms (e.g., Davis-Bacon Act McNamara-O'Hara Service Contract Act and Fair Labor Standards Act).
  • Knowledge of and experience with U.S. Department of Labor employment law (regulations/terms and Fair Labor Standards Act).
  • Experience working in a multi-cultural environment, particularly with an Alaskan Native Corporation.
