RESPONSIBILITY LEVEL: Leads the Federal proposal development team in the management of development and production of customer document deliverables. Ensures all proposal documents are compelling and focused on the client's specific needs and requirements. Must have experience developing Federal proposals. Works with cross-functional JCI teams to create a compelling proposal. Teams include: sales, operations, solutions development, project engineering, cost estimators, subject matter experts, marketing and management. Ensures that proposal project timelines and budgets are established and the proposal development process is followed. Responsible to shorten overall proposal development cycles, minimize proposal development costs, and improve quality and consistency of deliverables. Gathers and maintains complete suite of project document deliverables. Has final decision-making authority on Federal proposal-related materials. PRINCIPAL DUTIES: 1. Manages the Federal proposal development team during the overall proposal development and award process. May provide assistance to the Solutions Proposal Development Group. 2. Builds, prioritizes, and publishes the proposal timeline for each proposal development effort. Holds team members accountable for project deadlines. Communicates proposal capacity and schedule to management team. 3. Manages and coordinates the overall production of all stages of the proposal process and on-going annual contract reports. Maintains responsibility for the proposal document from message of value creation, content delivery, consistency, accuracy, contract compliance, editing/formatting and actual production and delivery of the document. 4. Collaborates with JCI proposal teams globally to share winning proposals, strategies and creative content. 5. Interviews subject matter experts and other JCI resources to develop and write compelling, cohesive, concise, creative and original responses to M&V Reports, proposal document, and other Federal Solutions publishing requirements. 6. Researches and obtains customer specific information such as customer Web sites, technical research, and annual reports to customize the proposal documents to reflect those messages or ideas key to the customer. 7. Designs and produces computer-generated graphics, charts, tables, multi-media graphics, and text material for visual presentation or import into proposal document. 8. Actively participates in all meetings and calls regarding the project overall. May be requested to attend bidders' conferences, site visits, and project tours on an as needed basis. Prepares trip reports and debriefs proposal team on information and intelligence gathered. 9. Manages a thorough review of the final proposal documents with appropriate parties, including pricing, graphics, content and solution to ensure consistency, accuracy, and completeness. 10. Creates, maintains, and manages Web-based, collaborative project archives. Responsible to assist Operations team with collecting and providing project documentation. 11. Produces and delivers the final proposal document (hard copy and/or electronic) to the customer and project teams. 12. Maintains a high level of technical knowledge of new media and technologies to continually enhance creativity and accuracy of proposals. 13. Researches and recommends new and creative software applications (proposal tool, on-line library, etc.) to assist with proposal development. Recommends improvements in the proposal documentation processes. 14. Uses MS Project, Excel, eRooms, and other software programs to manage data, create reports and schedule work efforts. 15. Maintains user accounts with Government Websites for research, bidding, and proposal submission, as appropriate. 16. Performs other duties and projects as assigned.
REQUIREMENTS: Bachelor's degree in English, Journalism, Communications, Marketing, or Business. Minimum of five years experience as a proposal specialist, or related experience in document development with at least one of those years as a senior proposal writer or similar role. Must possess solid grammar and writing experience. Have a demonstrated ability to manage complex proposals against tight deadlines with a "can do attitude." Handle multiple projects, interface with clients and prospects, and deliver superior proposal documents. Possess leadership skills and ability to manage and direct supporting staff. Proactive and team-oriented. Must have advanced experience with Microsoft Office Suite. Relevant industry knowledge and experience with Federal Delivery Order contracts is desired.
