Description
The Proposal Manager oversees the development, production, and delivery of high-quality technical proposals. The Proposal Manager prepares for expected solicitations, analyzes the solicitation, develops the proposal framework, assigns all tasks related to the proposal, develops the proposal schedule, and facilitates all meetings and reviews. The successful candidate will be hands-on and thoroughly familiar with developing full life-cycle Federal proposals. The successful candidate will be skilled in writing and editing corporate information, resumes, and past performance descriptions. This position must ensure materials are clear and concise, and compliant with all solicitation requirements.
The Proposal Manager works with Capture Managers and Operational Managers to develop strategies and win themes, and works with subject-matter experts to gather technical information. The Proposal Manager works closely with teammate organizations and as such represents the company. The position requires solid decision-making and planning skills; excellent communication (oral and written), organizational, and interpersonal skills; independence, composure and strategic thinking.
Specific Duties:
- Serves as central contact point on assigned proposals, and leads multi-discipline or cross-functional team(s).
- Assists with guiding and implementing capture and proposal development strategies for proposals.
- Analyzes solicitation documents and develops and manages proposal outlines, schedules, storyboards and compliance matrices.
- Organizes and leads proposal kick-off meetings and color reviews.
- Works closely with Pricing experts to ensure that the Price and Technical proposals are consistent with each other and that the Cost/Price Volume is fully compliant.
- Works with Capture and Operational Managers to identify proposal resource requirements.
- Assists in developing departmental policies, procedures, guidelines and standards for proposal management.
- Works closely with department Technical Writers to ensure proper organization and communication among the proposal team, and assigns tasks to Technical Writers within the context of proposal development.
- Contributes to and implements ideas for improving department efficiency.
- Responsible for ensuring that the proposal arrives at destination on time.
Required Skills
Bachelors Degree is required with a minimum of five (5) years experience in Federal proposal development and at least 3 years experience in managing proposals. Masters degree may be substituted for 3 years of proposal experience.
The candidate
- Must have strong interviewing skills to gather technical information to develop clear and concise responses; strong editing and proofreading skills are mandatory.
- Must possess outstanding written, verbal, and interpersonal communication skills. The ability to develop proposal graphics is an asset, but not a requirement.
- Must be available to work under tight deadlines and work during evenings and weekends.
- Responsible for overseeing and executing all final production activities, including planning, editing, proofreading, printing, and binding.
- Must have Shipley Proposal Training.
- Must be proficient in Microsoft Office applications.
- Must be able to travel up to 1.5 hours; Driving (to satellite offices) may be required from time to time.
- Must be able to complete and pass a pre-employment substance abuse test.
Required Experience
