Job Summary:
- Develop subcontract specifications, terms and conditions working with stakeholders
- Support development of Conditional Disclosure Agreements and Teaming Agreements with prospective suppliers
- Prepare solicitations, and lead/participate in related meetings
- Review internal purchase requisitions
- Prepare correspondence and status documentation for submission to the government customer
- Prepare various status reports for management
- Prepare documentation for contract and subcontract close-outs
- Evaluate proposals, negotiates agreement provisions
- Selects or recommends subcontractors
- Write, award, and administer subcontracts
- Negotiate modifications to subcontracts
- Participate with Legal and various Sourcing organizations to refine and implement subcontract policies and procedures
- Coordinate Country of Origin administration activities
Basic/Minimum Qualifications:
- Bachelor's Degree
- minimum 5 combined years of experience in Federal Government contract and/or subcontract administration
- minimum 3 years of experience working on an Information Technology product or services contract
- minimum 1 year experience buying and/or selling Federal Government Commercial items
Preferred Qualifications:
- Bachelor's degree in Business Administration or related field
- 3 years experience working with FAR/DFAR, other agency FAR supplements, Service Contract Act, GSA schedules, cost/price proposal preparation, CAS, various contract types (e.g. IDIQ, CPFF, CR, FFP, T&M, etc.), FAR cost/price principles, NDAs, teaming agreements, subcontracts
- Experience participating in proposal activities
- Excellent people and negotiation skills
- Professional certification in contracts, subcontracts, or purchasing from NCMA or related association (ex. CPCM)
- Health Care Industry Experience
- CPSR compliance experience
- 2 years experience working on contracts for the licensing and maintenance of commercial software products
- Proven ability to manage multiple tasks and meet deadlines
- Excellent problem solving, verbal, written, analytical and organizational skills
- Proven ability to maintain a positive attitude in a team environment
- Proven ability to take individual initiative and responsibility for assignments
- Strong computer skills including proficiency in Microsoft Word, Excel and PowerPoint
- Comfortable in a fast-paced environment with challenging deadlines, and multiple projects
