|Position Description|| The core function of the Kingdom’s Energy Strategy Department organization is to advise the company’s management and external (i.e., government and private) stakeholders on domestic energy outlooks, domestic economic evaluations, domestic fuel and feed stock pricing, macroeconomic outlook, and international energy policies and regulations, besides assisting in strategic planning and domestic energy strategy formulation. The Kingdom’s Energy Strategy Department serves as the center of expertise on a wide variety of strategic issues that are of great impact in the domestic energy landscape to ensure sustainable economic development. |
Saudi Aramco is seeking a Public-Private Partnership and Project Finance Analyst to optimize financing costs borne by the Kingdom, while balancing the risks for the projects. This function may also require recommending changes to the investment and financing regulations of Saudi Arabia. This is a high-profile position and will involve frequent interactions with key internal and external stakeholders, including relevant policymakers.

|Minimum Requirements|| 10 plus years of experience in Analyst roles focused on financing large-scale infrastructure investments. |
Master's Degree in Engineering, Economics, Business Administration, Accounting, Financial Management or a closely related specialty.
Proven project finance experience.
Background at international financial organizations, banking institutions, major utilities and consulting firms preferred.
Experience in working on regulations regarding PPP and project finance will be a plus. Similarly, specialization in energy projects will be a plus.
Demonstrated engagement with private industry, government agencies and regulatory authorities at high levels preferred.
Proven ability to communicate complex material in a simple and engaging manner to internal and external stakeholders.
Due to frequent interactions with key stakeholders, strong presentation and negotiation skills are preferred.
Ability to work independently and without supervision even when faced with unfamiliar issues.
Proven ability to analyze and synthesize large amounts of information.
Demonstrated ability to develop creative yet practical and implementable solutions to complex multidisciplinary problems.
Strong written and verbal communication skills to work with individuals and groups from diverse professional backgrounds at all levels, both within the organization and externally.
Excellent research, analysis and decision making ability, as well as the ability to keep abreast of topics that affect the evolving global energy market.
Poise and maturity; the candidate is required to immediately gain the professional respect of other professionals with long experience working in the industry.
Able to work effectively within small teams, with minimum supervision and on relatively unstructured tasks.
|Duties & Responsibilities|| The PPP will work with Saudi Aramco Kingdom’s Energy Strategy Department staff in providing advice to Corporate Management, external stakeholders and other company organizations — regarding options and recommendations — on financing of major energy investments planned as part of Saudi Arabia’s energy strategy. These responsibilities will include the following: |
Develop options and recommendations on financing of major energy investments planned as part of Saudi Arabia’s energy strategy.
Propose legislative changes to facilitate participation of interested parties in energy investments.
Align with relevant stakeholders on proposed regulatory changes and financing schemes.
Prepare agreed upon legal changes for implementation in cooperation with other stakeholders.
Support projects in search for external investors: help prepare the investor presentations, roadshows, participate in negotiations.
Participate in special projects related to PPP and energy project finance.
Track and report milestones related to PPP and energy project finance projects including costs and benefits.
Support external communication.
Establish scheduled and ad-hoc reporting to the team leadership members and other senior stakeholders.
Help produce written output — including a regular economic outlook, and reports and case studies — to support management and external stakeholders finance decisions impacted by assessments of the global and domestic economy.
Study and establish the impact of the global economy on world energy demand in general and oil, gas, renewable energy and energy efficiency in particular, with a view on the Kingdom’s domestic energy demand and its economic development.
Help develop long-term finance options related to the domestic energy outlook, including: oil, refining, the chemicals industry and economic development, and renewable and alternative energy sources as an enabler for the preparation of the Kingdom’s domestic energy strategic plan.
Help to establish a set of finance options and perform the required analysis as well as establishing country-wide planning assumptions for plans, reports, studies and investment appraisals.
Help develop detailed financial analysis and country risk assessment of specific.
Develop finance models and other statistical tools to perform studies and research work.
Assist in the training, development and mentoring of departmental staff.
Represent Kingdom’s Energy Strategy Department by delivering presentations at high level conferences and seminars to visiting entities.
