Quality Production Engineer

L-3 Communications Nova Engineering develops and manufactures state-of-the-art wireless communications systems, including ad hoc mesh network routers, unattended sensor systems, flight test telemetry devises, advanced waveform implementation and software-defined radio systems. As part of L-3's??s Communications Systems Group, Nova Engineering's strategic focus has won it premier positions on critical DoD development and production programs, including the U.S. Government's Joint Tactical Radio Systems (JTRS), Tactical Remote Sensor Systems (TRSS), Operational Test-Tactical Engagement System (OT-TES) and the ARMY Spider Program. Nova provides design services supporting the total communications system development cycle; system and software engineering, RF and digital circuit design, micro-circuit layout and quick-turn assembly.

Position Profile: The Quality Production Engineer will provide quality engineering management of various programs. Works with Program Management, Customers and Suppliers/Subcontractors to ensure the Nova Business Management System and contractually defined quality requirements are understood, properly documented, flowed down, and implemented. This position will manage the program contractual and company internal quality requirements.

Competencies:

Possesses an understanding of mechanical / electrical engineering and systems integration.

Review of customer contract documents, i.e. statements of work, specifications, purchase orders and other contractual documents to determine the quality requirements of the program

Provide input and review of contract documents i.e. internal specifications, statements of work, and purchase orders to ensure proper flow-down of quality requirements internally as well as to suppliers and subcontractors.

Generation of Quality Program plans identifying contractual and quality requirements.

Capable of providing direction and interpretation of customer guidelines and / or customer imposed quality standards and specifications.

Requires knowledge of government and industry specifications, standards, and regulations and their applicability to complex systems.

Participate in coordination of quality test witness function for qualification testing activity.

Participate as needed in quality support for major subcontractors to confirm their compliance to quality requirements.

Acts as a Material review Board Member where non-conformances are involved.

Initiate corrective / preventive action, investigation, and follow up of adverse quality findings.

Expertise in root cause analysis and corrective action processes.

Able to review and ensure proper processes are in place to deliver quality products and continually improve.

Help as needed in implementing / strengthening the quality management system.


Accurately maintain and provide management with written reports of source inspection and applicable data.

Applies reasonable judgment and decision-making ability in reviewing supplier/subcontractor performance to requirements.

Proficiency in MS office and MS project software applications

Ensures that all internal and external interfaces are based upon the highest level of ethics and integrity.

Excellent written, communication, and presentation skills required with the ability to work effectively with the highest levels of company management, customers, and suppliers regarding quality issues and concerns.


Education/Experience:

This position requires a combination of training and 4 or more years of progressive experience in electronics manufacturing, quality, systems engineering/integration, and /or reliability disciplines. Experience in ISO 9001:2000 and AS9100 Quality Systems.


Desirable Qualifications:

IPC-A-610 / J STD-001 (solder); AS9102; DO-160 / MIL-STD 810 (Environmental/Qual Testing)

CMMI experience

Technical college degree

Position may be filled with a higher grade based on successful applicant's skills, education, and experience.

Special Requirements:

Due to the nature of our work this position may require the ability to obtain and maintain a Department of Defense security clearance.

High School/GED - education completed
