RCPT/OEM - Regional Logistics Program Manager

Regional Logistics Program Manager

The US Department of Homeland Security is funding a national initiative to enhance catastrophic preparedness in high-risk areas. NYC's Office of Emergency Management (OEM) is coordinating this initiative on behalf of the Regional Catastrophic Planning Team (RCPT), which represents cities, counties and states in the Greater NYC metropolitan area. The RCPT's mission is to use joint planning efforts to build a robust regional infrastructure to support residents and visitors who would be affected by a catastrophic event. The RCPT has partnered with Public Health Solutions to administer the grant.

PHS is currently seeking a Regional Logistics Program Manager to manage the development of a regional emergency logistics program for the NY/NJ area. Under the direction of OEM's Director of Logistics, this individual will supervise and manage the following projects: building a regional logistics plan, creating Area Logistics Emergency Response Teams (ALERT), developing information technology projects to support the overall program, and managing the sharing of information among regional partners. The successful candidate will have an eagerness to work for an emergency management initiative in which regional, state and federal agencies will partner to create an operational logistics plan to provide life sustaining resources.

Responsibilities:
' Manage a team of planners to complete a regional emergency logistics plan
' Develop a comprehensive regional framework to manage critical resources after a disaster
' Enhance partnerships with emergency management professionals, especially in the areas of logistics planning, response and recovery
' Integrate multi-jurisdictional resources (city, state, federal, non-profit, etc.) through plans, procedures and information technology systems
' Manage work by contract staff-develop scopes of work, manage budgets, recommend vendors for award, and approve contract deliverables
' Manage and integrate technical assistance programs to support plan development
' Update the RCPT on program status
' Prepare grant reports
' Manage the professional development of direct reports
' Additional responsibilities as required


Qualifications:
' Master's degree from an accredited college in Architecture, Engineering, Urban Planning, or Emergency Management preferred; Master's in Public Administration, Public Health, or related field also acceptable and two to three years of professional experience in one or a combination of the following: logistics, urban planning, supply chain management, operations research, engineering, emergency management, humanitarian relief operations or related field OR
' Bachelor's degree from an accredited college in Architecture, Engineering, Urban Planning, or Emergency Management preferred; Bachelor's in Public Administration, Public Health, Public Policy, Political Science or related field also acceptable AND at least five years of professional experience in one or a combination of specializations related to the above goals
' Knowledge of time-phased deployment
' Excellent oral and written communication skills, including experience in technical writing.
' Excellent group facilitation and management skills
' Experience in a supervisory role
' Experience in design of a large scale multi-jurisdictional or multi-departmental planning effort


The ideal candidate for this position has an interest in public service, the ability to complete complex projects on deadline, manage multiple projects in a fast-paced work environment, experience conducting research, and using research reporting tools and databases. Experience with emergency planning for urban/suburban environments, Incident Command System (ICS) a plus.

Salary Range: $75,000 - $100,000 per annum
