Parsons Brinckerhoff has an immediate opening for a Resident Communications System Engineer in our Transit & Rails group in Baltimore, MD office.
Position Description
- Apply your design, project management, and construction management experience in transit, defense, or aerospace communications systems to help the Maryland Transit Administration build, maintain and upgrade their various communications systems and infrastructure
- Day-to-day support activities include functioning as the Resident Communications Engineer to include generation of task orders, developing design documents, drawings, and cost estimates for the MTAs communications systems, including trunked radio system, local area networks, telephone and intercom systems, CCTV, intrusion & access control, fire alarm, public address and variable message display systems, supervisory control and data acquisition systems (SCADA), GPS time synchronization systems, automatic vehicle location systems, and the associated conduit and cabling infrastructure
- Support the installation, maintenance, overhaul, integration, expansion, and repair of LMR network transmitters, receivers, and trunking systems and equipment including associated UPS, antennas and supporting technologies such as GPS, Data and Microwave networks.
Experience Required
- Familiar with RF Modeling and Simulation tools and able to make innovative recommendations to provide maximum coverage and capacity while minimizing cost.
- Experience as project manager or lead communications system designer with client interface responsibility on medium to large communications projects; experience developing and negotiating subcontractor agreements and managing subcontractors
- Experience with Microwave and Radio Frequency (RF) Engineering to support subsystem planning, design and testing for VHF, UHF, and microwave public safety applications
- Familiar with Motorola LMR equipment
- Familiar with supporting a multi-agency environment such as DHS, Federal, State, local Law Enforcement, First Responders, Transit Agencies and Public Safety. Familiar with FCC licensing, interference and inter-modulation issues, and frequency coordination processes.
- Experience developing communications systems conceptual designs, preliminary engineering, and final design packages including design criteria, drawings and specifications
- Familiar with Narrowbanding issues and dependences and migration paths to become FCC Narrowband compliant. Familiar with Radio Interoperability technology and operations issues and solutions.
- 10-15-yrs relevant communications systems engineering experience including system design and specification generation for copper and fiber data communications systems, communications equipment room design and layout, local and wide area network design, telephony, analog, and digital video systems, equipment security and low voltage electrical and life safety systems, interface definition, systems integration, procurement package development, and vendor proposal evaluation . In addition to relevant construction management experience on major projects with values between 3-5 million dollars
- Experience developing formal systems interface control documents and systems integration plans to ensure seamless interface and integration between communications, mechanical, electrical, plumbing as well as other legacy rail transit communications systems
- Experience developing and implementing plans and procedures for verification and validation of compliance to requirements for system design and testing
- Must be familiar with basic communications systems design tools such Visio, AutoCAD, Microsoft Project, Microsoft Excel, and Microsoft Word
- A Bachelor of Science degree in Electrical Engineering, Systems Engineering, Mechanical, Computer Engineering, Industrial Engineering, or related discipline
- Maryland PE License a plus but not required; BICSI RCDD certification an added benefit
- PMI Project Management certification a plus but not required
- Ability to work in this country immediately required
