Our client in Shelton, CT is looking for a SCADA Manager. The Manager will manage all phases of SCADA assignments which have a high degree of technical complexity.
· Manages the design and test of complex SCADA moves, adds or changes through the evaluation and validation of design, development and simulation testing before going into the SCADA production.
· Serves as SCADA Subject Matter Expert (SME) as required in support of Company's 10 Year plan as well as complex North American Electric Reliability Council (NERC) Critical Infrastructure Protection (CIP)/SCADA security projects.
· Anticipates and supervises operational SCADA requirements and validates project scheduling for both SCADA resources and materials.
· Estimate additional company internal/external resources required for project plans.
· Manages the monitoring and trouble-shooting of complex SCADA system issues through managing the implementation of production test simulation.
· Responsible for the verification of data integrity and system performance within the SCADA environment.
· Manages the customization and configuration of SCADA system applications and functionality based on business needs.
· Oversight of large projects including the coordination of resources outside of SCADA. (e.g. Contracted, 3rd party)
· Works with other business units’ supervisors/managers to understand and meet their complex SCADA related technical, operational requirements and determine solutions.
· Responds to NERC CIP requirements.
· Responds to CONVEX and ISO New England requirements.
· Develop and maintain Budgets and plans for SCADA group.
· This position requires a Bachelor’s Degree in Computer Science or related field and 10 years of experience in utility T&D SCADA production, test and developmental environments. Requires strong Project Management, Leadership, Communication, Team Work, Process Management, and Facilitation Skills.
· Must have demonstrated knowledge and experience to coach/lead/motivate, and plan, manage and lead process improvement initiatives.
· Needs to be able to develop a vision - achieve buy-in; set direction, develop strategies, work with many different departments to achieve results; allow freedom to attain goals; change strategies and opinions to match the needs of the situation; mentor, train, and develop people; capable of developing reporting systems, metrics.
· Ability to be a change agent and lead others with no direct authority.
· Knowledge of TCP/IP; DNP3; IEC61850: Mod Bus protocols; Knowledge of C++ programming language.
· Knowledge of UNIX, LINUX and Windows operating systems. Thorough knowledge of Electric Utility operating procedures.
· Good verbal and written communication skills. Knowledge of NERC/CIP reliability standards.
· Maintains knowledge of leading edge techniques or technology through participation in professional associations.
· Able to explain difficult concepts and influence others to change.
· Able to communicate orally or in writing to regulatory entities.
· Able to lead a Team or mentor others.
