The Senior Project Engineer/Unit Manager will provide technical expertise as well as manage the day to day operations for the Oregon offices.  He/she will be involved in marketing and business development activities. This position will provide leadership and direction to staff. The engineering duties are comprehensive and include: planning and scheduling of engineering work, client contacts, performing more advanced design, directing and planning the work of staff, organizing and developing contract plans and developing contract specifications and bid estimates. The office management responsibilities include office operations/management, resource management, client development and satisfaction, business development and marketing and staff development. 


 


DUTIES AND RESPONSIBILITIES


 



  • Unit Manager Responsibilities:


    • Develop a marketing plan with short and long-range goals

    • Help NW District Director establish performance objectives for each Project Manager on an annual basis and track their performance

    • Work with NW Marketing Manager to lead the project team in developing the proposal content appropriate for interviews and presentations, including appropriate participation by specific personnel ·        

    • Participate in marketing planning meetings, and work with District Director, Line of Business Manager and engineers to develop strategies for cultivating prospects and obtaining work.  

    • Lead business development activities efforts for bridge design projects and attend interviews. Represent Company at professional meetings, conferences, seminars, etc.

    • Handle all office management duties, including:


      • Ensure proper submittal of timesheets and approving as necessary;

      • Review and sign expense reports and check requests; Work closely with NW District Director to develop and manage yearly operating budget for the Portland and Salem offices;

      • Monitor projects and perform periodical project progress reviews with Project Managers

      • Oversee monthly and quarterly assessments and forecasts of organization’s financial performance against budget, financial and operational goals.

      • Oversee short and long-term financial and managerial reporting;

      • Coordinate with Corporate Departments to ensure that all office requirements are met.

      • Conduct employee performance reviews, written and via one-on-one meeting with engineering, technician and other operations staff;

      • Handle employee disputes, or work closely with management to effectively resolve cases, authorize department operational procedures within corporate framework.

      • Serves as management team member;

      • Monitor availability and flow of personnel, coordinate work schedules of all Salem and Portland staff Manpower projections (six months look ahead)

      • Day-to-day office management duties

  • Senior Roadway Engineer Responsibilities:


    • Lead roadway project team.

    • Develop production work plans, schedules and budgets.

    • Ensure proper codes and standards are being used by engineers on projects.

    • Supervise, coordinate and review the work of other roadway engineers and technicians. ·         Provide design staff with expert technical guidance and assistance on projects.

    • Responsible for the successful completion of projects under his/her direction.

    • Lead the proposal preparation effort for transportation design projects and attend interviews.    

 


QUALIFICATIONS


Requires BSCE degree (MSCE desirable.), PE license, minimum of 15 years roadway design experience and 10 years project management expertise. Must have experience with budgets and operating plans. Proven leadership ability and successful track record running an office and/or large department. Requires marketing and business development experience.  Excellent client relationships with DOT and local agencies.
