SUMMARY/GENERAL DESCRIPTION OF RESPONSIBILITIES:
The SPC Manager plans, organizes, and manages all department activities, personnel, and budgets. He/she shall have full accountability for developing & implementing contract wide quality assurance, safety, health, work flow, document, standard operating procedure, training, and environmental programs. He/she shall be responsible for ensuring all processes and procedures implemented maintain full compliance with contract, company, customer, and state regulations. The SPC Manager shall work directly with all contract managers, customer representatives, and/or corporate personnel as required to maximize program efficiencies.
 
ESSENTIAL DUTIES & JOB FUNCTIONS:
·         Effectively manage all departmental personnel and programs.
·         Manages, oversees, develops, implements, and maintains all safety procedures and policies. Safety programs shall include but are not limited to:
o       Respiratory Protection; Confined Space; Lock Out – Tag Out; Fall Protection; Arial Lift Training; Ergonomics; Personal Protective Equipment (PPE); Hearing Conservation; Fire Protection; CPR / First Aid; Accident Investigation and Reporting; Hazard Communication; Electrical Safety; Environmental Waste Management; Driver Safety
·         Ensures all contract employees are fully aware of the safety and environmental standards that they will be accountable for adhering to while executing contract work.
·         Manages, oversees, and assists in the development of job hazard analyses (JHAs) descriptions for all contract positions and activities. Ensure all employees are properly trained.
·         Manages, oversees, develops, and implements quality control procedures that ensure full contract, company, and customer compliance.
·         Manages, oversees, and assists in the development, implementation, and maintenance of an Environmental Management System (EMS) that meets the ISO requirements as specified in the contract. Ensure all departments are fully trained on the requirements within the EMS and its operational parameters are being followed.
·         Manages, oversees, develops, implements and administers a document control program that captures all data required by the contract and other applicable entities such as corporate, OSHA, EPA, etc.
·         Manages, oversees, and assists in the development, implementation and administration of the contract specified CMMS (computer maintenance management system).
·         Ensures operational activities specified within the CMMS meet contract and industry standard requirements.
·         Manages, oversees, coordinates and ensures implementation of all required training.
·         Works with other Department Managers to ensure their staff members are adhering to all established programs.
·         Prepares and maintains a variety of records and reports. Analyzes these reports for trends and improvements. Notifies the Project Manager and other Department Managers of any issues discovered or improvement recommendations.
·         Investigates incidents and accidents and coordinate with management for workers compensation claims and actions. Files all reports in accordance with company policy in a timely manner.
·         Prepares and presents timely technical progress reports as required to meet all contract, customer and company specified deliverables.
·         Serves as a technical advisor for the Project Manager.
·         Interprets, applies and explains complex codes, regulations and procedures to the customer, Project Manager, Department Managers, and subordinates as required.
·         Plans and organizes all departmental work to meet deadlines as required.
·         Executes a variety of tasks in any single day.
·         Confers with and advises other management personnel regarding quality and safety.
·         Operates CGS-owned motor vehicles.
·         Performs other all other duties as assigned.


Job Requirements:
MANDATORY:
·         Bachelor’s degree in engineering, safety, or related field. This requirement may also be met through eight years of direct experience in developing quality assurance, safety and/or environmental programs without a degree.
·         At least ten (10) years of experience in facility operations, maintenance or the construction field as it relates to quality assurance, environmental compliance, and safety.
·         At least five (5) years of supervisory experience with the ability to motivate subordinates to attain stated objectives.
·         U.S. Citizenship.
·         Ability to obtain a full MPO Top Secret Sensitive Compartmented Information (TS/SCI) level clearance.
·         Good presentational, public speaking, and training skills.
·         Extensive knowledge of OSHA, EPA regulations, and federal and state safety and environmental guidelines.
·         Computer savvy, especially in Microsoft Office Suite.
·         Must have excellent written and oral communication skills.
·         Ability to deal with a variety of people in a professional, courteous manner in diverse situations.
·         Mature judgment and ability to work with little or no supervision.
·         Valid state driver’s license with a suitable driving record.
·         Ability to lift, handle, or move objects weighing 25 pounds.
 
PREFERRED:
·         At least fifteen (15) years of experience in facility operations, maintenance, or construction field as it relates to quality assurance, environmental compliance, and safety.
·         Extensive understanding of Government contracts, correspondence, reports, and records.
·         Extensive experience in working with the Federal Government as a customer.
·         Exceptional presentational and/or public speaking skills.
