Prominent downtown Youngstown Ohio building is seeking a fulltime Section 8 Senior Program Administrator. This position involves responsibility for the performance of all duties necessary for the day-to-day operation of the Section 8 Program. Responsibilities include the application intake process including interviewing, investigations and verification; interaction with landlords; interpretation of guidelines and procedures and preparation of correspondence and reports. Work is performed under the general supervision of the buildings General Manager with some leeway allowed for the exercise of independent judgment in planning and carrying out the details of the work according to prescribed HUD rules and procedures. Does related work as required.
TYPICAL WORK ACTIVITIES:
1. Interviews clients and applicants for assistance.
2. Reviews eligibility of applicants for accuracy and based upon established criteria, approves or denies tenant application.
3. advises applicants of eligibility determination.
4. Counsels tenants on the benefits and responsibilities of the program.
5. Conducts financial review of tenants to determine amount of
Housing assistance to be awarded.
6. Conducts housing counseling sessions with landlords and tenants;
7. Seeks and certifies comparable rental units for certification of rent reasonableness.
8. Identifies problems presented by clients and acts as an
information and referral resource;
9. Compiles and prepares Section 8 housing reports statistics and forms including tenant/landlord contract/lease agreements;
10.Recertifies Section 8 tenants and determines if there are changes in the amount of rent and maintains and updates tenant programs enrollee logs.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS:
1. Good knowledge of the social conditions facing the economically disadvantaged;
2. Good knowledge of office terminology, procedures and equipment;
3. Good knowledge of business arithmetic and English;
4. Ability to work with people in a supportive, non-threatening manner;
5. Ability to read and interpret guidelines and regulations pertaining to 4350.3 of Section 42 IRS code.
6. Ability to meet with and interview a variety of people;
Ability to analyze facts obtained and use facts in making
judgements regarding eligibility;
Successful candidate must be well organized, detail oriented, proficient in WORD and EXCEL; be able to work with confidential information, has sound time management principles, is able to prioritize with a math aptitude and possesses excellent people skills and patience. Candidates with experience in affordable housing and the certification process will be given preference.
