SUMMARY/GENERAL DESCRIPTION OF RESPONSIBILITIES:
The Security Support Specialist II performs a wide variety of duties in support of facilities and Industrial Security for the subsidiaries and joint ventures of Chugach Alaska Corporation (CAC), as directed by the Corporate Facility Security Officer (FSO). 
 
ESSENTIAL DUTIES & JOB FUNCTIONS:
Industrial Security:
·         Coordinates Industrial Security requirements with Corporate FSO and staff, remote FSOs, and project site Assistant FSOs and Security Points of Contact (SPOCs).
·         Works independently based on immediate needs, or with direction from the Corporate FSO within established policies and procedures.
·         Establishes and maintains Industrial Security files related to all subsidiaries and joint ventures of CAC.
·         Receives, reviews for accuracy, processes, validates, updates and performs reviews of master records of Industrial Security information, based on input received from Corporate FSO, remote FSO(s), project site Assistant FSOs and SPOCs, Defense Security Service (DSS), etc.
·         Maintains Industrial Security personnel security clearance (PCL) spreadsheets, databases, records, etc. for accountability, reconciliation and statistical purposes.
·         Maintains Industrial Security records for statistical purposes and flags required security clearance actions.
·         Performs monthly reconciliation of master spreadsheet with project sites.
·         Reconciles Government system data reports to Chugach data by validating and updating Chugach’s master records of Industrial Security information.
·         Performs follow-up action on Industrial Security issues addressed by others.
·         Provides initial and refresher Industrial Security briefings, and debriefings for terminating employees; as well as OPSEC briefing for non-cleared employees.
·         Ensures that employees terminating from classified contracts have been properly out-processed.
·         Ensures that employees performing on classified contracts meet all security requirements with regard to visit authorizations and other customer I.S. requirements.
·         Takes employee fingerprints.
·         Utilizes the U.S. Government software application, currently named Joint Personnel Adjudication System (JPAS) and / or any successor program, to include, but not limited to:
o    Research employee for eligibility
o    Enter new employees’ sensitive data into the database
o    Review notifications (eligibility changes, incident reports, messages from the Central Adjudication Facility (CAF), etc.)
o    Generate reports (periodic reinvestigation due dates, reconciliation with corporate master spreadsheet, etc.)
·         Creates or receives Visit Authorization Requests (VARs)
·         Reviews, processes and provides assistance on SF 85P, Questionnaire for Public Trust Positions and in the use of Electronic Personnel Security Questionnaire (EPSQ) (SF 85P), where applicable, for the processing of background checks (NACs).
·         Reviews, processes and provides assistance in the use of Electronic Questionnaire for Investigation Process (e-QIP) (SF 86) for processing and personnel clearances.
·         Uses the Army Contractor Automatic Verification System (ACAVS) database to process SCI employee data, create Visit Authorization Requests (VARs), etc.
·         Researches and provides assistance on unclassified contract requirements for NAC and other background check requirements.
·         Provides assistance for new contract start-ups and contract close-outs.
·         Assists Corporate FSO to support remote FSOs and project site Assistant FSOs and SPOCs.
·         Recommends revisions and/or revises such items as Chugach Industrial Security policies/procedures, i.e., Standard Practice Procedures, Standard Operating Procedures, Desk Guides, Training and Awareness Program, etc.
·         Reviews new Requests for Proposals (RPFs) and solicitations for Industrial Security and HSPD-12 requirements.
·         Travels to project sites for contract start-ups and project Industrial Security reviews.
·         Assists in preparation for, and accountability for, DSS security reviews, including performing self-inspections.
·         Other duties as assigned.
 
General Office Support
·         Provides administrative support to other staff members of the office.
·         Establishes unique work standards and implements methods and procedures to accomplish assigned tasks.
·         Organizes and maintains paper and electronic files and produces correspondence as needed.
·         Uses a variety of office machines and equipment, and Microsoft Office software programs.
 


Job Requirements:
MANDATORY:
·         U.S. citizen.
·         Current Secret security clearance or a previous PCL at the same level that can be reinstated.
·         Current Top Secret security clearance, or ability to obtain and maintain after hire.
·         High school diploma or equivalent.
·         At least two (2) years of experience in Industrial Security matters, processing employees for personnel security clearances (PCL) and processing employees for background investigations by the use of Government-specified processes.
·         At least five (5) years’ general office experience.
·         Experience with U.S. Government programs: JPAS/JCAVS, EPSQ and e-QIP
·         Familiarity with Government regulations such as Federal Acquisition Regulations, DFARs, etc.
·         The person selected will be required to successfully complete DSS security training (independent study correspondence courses and in-person training).
·         Must display discretion in protecting Chugach proprietary information and confidential sensitive personal information contained in Industrial Security files.
·         Advanced computer proficiency of Microsoft Office software applications such as word processing, spreadsheets, database development and management, graphics, and organization charts.
·         Experience in writing correspondence, technical text, procedures and processes, and editing text prepared by others. Must possess excellent grammar and writing skills.
·         Experience in designing new forms as needed to implement processes and procedures.
·         Experience in proofreading documents for accuracy and completeness. 
·         Fast and accurate typing/data input skills.
·         Must possess good interpersonal and communication skills and ability to work harmoniously with other corporate employees, customers, and site personnel.
·         Must possess ability to work with a variety of people in a professional and courteous manner in diversified situations.
·         Must possess the ability to coordinate several activities at once.
·         Must possess the ability to work under pressure and cope with deadlines.
·         Must exercise good judgment, organizational ability, and initiative.
·         Must be analytical, detail-oriented, flexible, and decisive.
·         Must be able to work independently, with minimal supervision.
·         Familiarity with general office procedures and standard office equipment.
·         Perform other duties as assigned.
 
PREFERRED:
  • At least two (2) years of first-hand experience in government contracting.
  • Knowledge of government contracting terminology and procedures.
  • ACAVS experience.
  • ITAR and Export Control experience.
