Kforce is seeking Senior Analyst Intelligence (SIGINT/EW Systems). This is a senior-level position with the USMC. Work with the MCCDC and the Joint Capabilities Integration Development System (JCIDS) at the senior-level. The selected Analyst will provide direct SIGINT/EW Systems intelligence support for capabilities-based assessment by conducting Doctrine, Organization, Training, Materiel, Leadership, Education, Personnel, and Facilities (DOTMLPF) analysis as set for the under CJCSI 3170.01E from the capability gaps identified in the Functional Needs Analysis (FNA) and approved in the MAGTF Gaps List (MGL). The selected candidate will assist in identifying potential materiel and non-materiel DOTMLPF solutions as part of the Functional Solution Analysis (FSA) and assist in drafting a Solution Planning Directive (SPD) recommending course(s) of action based upon conducted analysis as well as draft the Initial Capabilities Document (ICD) required by the Joint Capabilities Development System (JCIDS) in order to mitigate the gap under consideration if a materiel approach is determined. The Analyst will modify documentation as changes to JCIDS as they occur; changes are identified during the staffing process or as stipulated by the Joint Staff J8 (gatekeeper). The Analyst will draft appropriate DOTMLPF Change Recommendation (DCR) documentation for non-materiel solutions (Doctrine and Training) and assist in developing and staffing the MRL using the results of the FSA, along with all current programs of record. The selected Analyst must be able to communicate well and contribute to discussion upon review of various capability requirements and solutions for consideration.
A minimum 8-12 years of experience in performing capabilities analyses for military organizations is required. SIGINT/EW systems experience is strongly desired. JCIDS knowledge and experience in conducting comparative analysis or determining solution impact considering application of measures is important, but is not as important as having a military intelligence background.
