Contractor personnel assigned to this contract shall possess a security clearance at the SECRET level prior to the start of the contract. PDEO conducts quantitative and qualitative research that examines multilevel interactions among social, cultural, economic, political, and demographic factors that contribute to the impact and effectiveness of public diplomacy efforts worldwide. PDEO also translates data and research findings into practical knowledge and applications that contribute to Departmental policy decisions and to the professional discipline of social scientific study.
Over the last several years, the need for performance accountability, evaluation and reporting has increased dramatically. With attention focused on the U.S. Government’s public diplomacy efforts, special attention is required for establishing a measurement and evaluation capability to fulfill legislative and executive management results reporting requirements. The contractor or contractors will work with R/PPR, the Department’s Resource Management bureau, regional and policy bureaus, and U.S. embassies to assist with data analysis and reporting from the Mission Activity Tracker (MAT) application, the Performance Measurement Data Collection Project (PMDCP), the American Customer Satisfaction Index (ACSI) assessment, and the Strategic Media Outreach Performance Assessment (SMOPA) initiative. The required level of effort for this project is what current staffing levels in R/PPR can handle.
The Statistical Research Analyst contractor will serve as a senior consultant responsible for applying statistical principles to manipulate, integrate, analyze, validate, document and report data that facilitates public diplomacy evaluation studies and performance measurement research. The contractor will collaborate with PDEO researchers to clarify research aims and conduct, validate, and document appropriate statistical analyses to accomplish the aims. The contractor will provide advice and consultation on a wide range of technical issues, including the formulation of sound, innovative methodologies for assessments and state-of-the-art strategies for implementation of public diplomacy metrics of highly complex multi-site research. Specific duties include:
1. Analyzing the accuracy and validity of statistical data, determining whether the processes and operations are appropriate, recommending improvements to the collection and analysis of statistical data, and preparing and disseminating technical documentation of their work;
2. Developing and refining sample frames. Defining and implementing sample designs;
3. Designing and evaluating the results of surveys and other data with respect to sample design and accuracy. Researching and developing statistical measures and procedures to improve surveys;
4. Collecting and analyzing data from a wide variety of sources. Preparing estimates and interpretive reports using tables, charts and graphs;
5. Measuring the quality of the data collected and identifying ways to improve public diplomacy data collection and processing procedures; and
6. Identifying, defining and implementing quantifiable tools, statistical models, and measurement systems to achieve greater organizational efficiencies and increase accountability; developing and deploying performance metrics to standardize processes and all quantifiable process analysis across Public Diplomacy.
The contractor or contractors must have the experience and ability to perform fully successfully at the level equivalent to a GS-14, Step 1- 3.
Washington, DC, in a normal office setting. State/RPPR will provide a workspace, computer, and phone.
