To assure that the procurement of parts and materials in the most cost effective manner is in compliance with the quality policy.
MAJOR RESPONSIBILITIES:
1. Understand and consistently comply with all company policies and procedures.
2. Review potential suppliers, current suppliers and market conditions to insure competitive pricing on all products purchased.
3. Plan and implement countermeasures for serious quality and delivery issues to insure product is delivered in a JIT environment at a competitive price.
4. Responsible for the purchasing of all parts and materials in a timely manner.
5. Review and analyze purchasing price to meet the company profitability.
SCOPE OF JOB:
1. Directly supervises Buyer III.
2. Responsible for effective communication will all internal associates and related outside resources.
3. Travel may be required.
4. Promotion of company activities such as ISO/TS 16949, Employee Involvement, etc.
MINIMUM QUALIFICATIONS ESSENTIAL JOB FUNCTIONS:
1. Requires a four-year degree in business or its demonstrated equivalent.
2. Requires 3 or more years prior experience in purchasing in a manufacturing environment.
3. Must be able to communicate effectively with outside resources and all levels of internal resources in both written and oral formats.
4. Must be able to effectively negotiate with outside vendors and suppliers and have investigative and analytical skills in order to evaluate purchasing related problems/projects.
5. Fluent in Japanese (oral and written)
6. We may consider VISA support.
7. Must be a team player
ADDITIONAL ROLES AND RESPONSIBILITIES:
1. Manage assigned suppliers, commodities and product categories to ensure the business receives material, parts, assemblies and finished goods and services that meet quality requirements, technical specifications, low cost objectives and delivery expectations.
2. Establish metrics and maintain records pertaining to purchased materials and services to control cost, purchased part variance, quality, and delivery.
3. Communicate and coordinate sourcing strategies with Production Planning, Manufacturing, Quality, Regulatory, Sales & Marketing and Finance functions to ensure efficient and effective implementation.
