Position Description

Senior Manager, International Subcontracts

The Senior Manager has direct supervisory oversight of the International Subcontracts team supporting RTI's International Development Group (IDG). This position reports to the Senior Director, International Contracts & Grants (ICG), and may carry a company signatory authority of up to $10M.

Responsibilities

- Supervise a team of International Subcontract Specialists. Leading and assisting in performance appraisals, promotions, recruitment and hiring of subcontract staff. Ensuring there is sufficient supervision of workload and work quality for international subcontracts staff, as required, maximizing effectiveness of available resources across RTI.
- Creating, monitoring, and reinforcing RTI subcontract policies and procedures to minimize risk to the Institute, particularly relating to subcontract pre-award, post-award and closeout functions.
- Manager pursues subcontract management practices and development of effective sourcing strategies that enhance and protect RTI's financial posture. Develop and conduct competitive bidding and source selection activities in accordance with federal procurement regulations to ensure the selection of Best Value" suppliers.
- Provide routine training and guidance/assistance to proposal and project staff on areas concerning market research, subcontract sourcing, small business considerations, federal competition requirements, and price/cost analyses.
- Prepare, negotiate and sign all types of contractual correspondence including, but not limited to, subcontract award documents, Letters of Authorizations, modifications, approvals, and termination notices.
- Prepare and maintain policies and procedures relevant to source selection activities, price/cost analysis documentation and other sourcing-related requirements. Procedures will be made available to staff via the internet.
- Prepares subcontractor Requests For Proposals (RFP's), evaluation selection criteria, terms and conditions, client flow-down requirements, price analysis memorandums, and source selection decision documents. Monitors and evaluates subcontractor performance in collaboration with project staff; resolves disputes; and keeps director advised of significant subcontract issues and potential problem areas.
- Ensure subcontract proposal files include appropriate supporting documentation, e.g.., source selection decision documents, price/cost analyses, subcontractor budget, export licenses, indirect rate agreements, A-133 audits, representations and certifications, and debarment checks.
- Prepare, submit, and track requests for client approvals (salaries, procurement, budget modifications, additional funding, waivers, etc.)
- Track subcontractor past performance information in Subcontract database.Work with non-U.S. subcontractors as necessary to provide guidance and/or clarification on complex federal regulations and requirements
- Serve as a liaison between RTI field offices and RTI Corporate offices.

Qualifications

- Extensive experience in and knowledge of critical legal and business aspects of international subcontract management in both government and commercial areas, with particular emphasis on FAR, AIDAR, OMB, CFR, Grant, and Export regulations. Must have a proven background, experience and understanding of FAR Part 44 Contractor Purchasing System Review (CPSR) policies and procedures.
-Solid experience and ability to motivate and manage international subcontract/procurement personnel in a highly dynamic and changing workload environment. Must have previously managed a team(s) of procurement/subcontract specialists.
- Ability to work closely and flexibly with internal customers of contracts and program management staff and to design and manage processes so as to minimize delays and satisfy such customers' legitimate business needs.
- Initiative, creativity, flexibility and tenacity to originate, articulate and adapt international subcontract and procurement management policies to serve evolving project staff priorities.
- Strong background, understanding and experience with preparing international subcontracts and purchase orders, including Import/Export Control, Foreign Corrupt Practices Act, Source and Origin and other statutory/regulatory requirements for international purchases.
- Excellent written and verbal communications skills and ability to present international subcontract/procurement issues and matters to subordinates and superiors.
- Solid judgment and diplomatic skills and proven ability to prioritize and follow-through to completion.
- Ability to move this team from a transactional based one to a strategic international orientation and presence.
- Must be willing to travel both domestically and internationally in order to support a growing global procurement operation.
- Proven team building experience and abilities.
- Baccalaureate degree in Business Administration, Finance, Accounting, or a related field, plus 16 years experience in federal/commercial contracting/subcontracting/procurement (preferably with 5 or more years experience managing/supporting an international subcontracts/procurement organization). Alternatively, an advanced degree in Business or a related field or a Juris Doctorate, plus 12 years experience in federal/commercial contracting/subcontracting/procurement (preferably with 5 or more years experience managing/supporting an international subcontracts/procurement organization). Individual must also be able to qualify for a DoD Secret or higher level clearance for this position. NCMA, CPM or Federal Certification in Contracting/Procurement is a plus.
