The Senior Police Advisor, Iraq Training and Advisory Mission (ITAM-MOI), will report to the Director of the ITAM/MOI and will be responsible for a wide variety of programs designed to develop the capacity and capability of the varied Iraqi Ministry of Interior police services through the mentoring of the Iraqi Minister of Interior and Deputy Ministers and heads of Directorates, and development and implementation of programs designed to increase managerial, leadership and technical expertise throughout the ministry. The Senior Police Advisor will be responsible for the planning, development and coordination of programs on the ministerial executive and senior level management and administrative issues. The Senior Police Advisor will report to the Director of INL Baghdad for administrative purposes, as required.
DUTIES AND RESPONSIBILITIES
As the primary deputy to the Director of the ITAM-MOI, the Senior Police Advisor will focus on the following:
o Provide subject matter expertise to the Director, ITAM-MOI for the formulation, planning, development and implementation of programs, initiatives, strategies and projects designed to develop and improve sustainability and capacity building in police training and management in accordance with USG strategy of fostering internationally recognized democratic policing for
o At the request of the Director, ITAM-MOI, conduct assessments and/or reviews of existing programs and procedures as a predicate to the development and implementation of initiatives and projects designed to improve the administration, technical skills, leadership skills and management skills to the MOI.
o Advise the Director, ITAM-MOI on interagency issues concerning the execution of USG strategy through coordination with other U.S. agencies such as the Department of Justice (DOJ), FBI, USAID, Department of Homeland Security (DHS), etc, as well as international law enforcement partners such as NATO, EUJUST LEX, UN, etc.
o Assist in the planning, development and coordination of advisory programs on police management and administrative issues utilizing
o Advise the Director, ITAM-MOI on the coordination and administration of personnel matters to effectively and efficiently manage a large and diverse team of
o Provide the Director, ITAM-MOI technical law enforcement expertise, policy analysis and program guidance, while establishing goals, objectives, and priorities consistent with internationally accepted principles of democratic policing.
o Working with the Senior Police Advisor for Transition Planning at INL Baghdad, prepare, coordinate, and implement the transition of the Iraq Police Program from U.S. military to U.S. Department of State control providing guidance, advice, and assistance to the Director, ITAM-MOI on transition matters.
o Maintain active and frequent dialog and coordination with INL’s Office of Iraq Programs in Washington, DC; prepare periodic reports, briefs, papers for presentation to U.S. Embassy management and U.S. military commanders; chair and/or participate in meetings concerning the Iraq police program upon direction of the Director, ITAM-MOI; and perform other duties upon the request of the Director, ITAM-MOI as instructed.
MINIMUM REQUIREMENTS

o A bachelor’s degree in public or business administration, police administration, police science, or an equivalent field from an accredited academic institution.
o At least 20 years experience as a full-time sworn officer in
o Knowledge of, and experience in, the management of a complex organization, and extensive experience in coordinating, planning, and supporting interagency operations in a non-traditional working environment.

PREFERRED KNOWLEDGE AND EXPERIENCE:
Familiarity with Iraqi history, culture, institutions and structures and the Iraqi legal system.
