About the Job

Purpose: U.S. ITER is a ten year, $2Billion, multi-Department of Energy laboratory project and a principal partner in the seven-member international collaboration to design and construct in France a fusion device aimed at establishing the scientific and technological feasibility of fusion energy.

The Senior Scheduler for the US ITER Project Office at Oak Ridge National Laboratory will develop and maintain the integrated, resource-loaded project schedule used in managing the US ITER Project. Establishes project schedule policies and procedures; coordinates, integrates and directs scheduling activities across performing institutions (e.g., national laboratories, colleges and universities, or industrial vendors). Interfaces with the ITER International team to integrate the US ITER schedule with the international schedule.

Major Duties/Responsibilities: • Provide overall administration of the US ITER Project scheduling system, including development and maintenance of schedule policies and procedures that meet the US project and international project needs.
• Integrate 9 or more subproject schedules into the US ITER project schedule.
• Coordinate with the performing institutions or WBS Managers staff to obtain detailed, resource-loaded subproject schedules and monthly status. Perform horizontal and vertical integration of elements of the subproject schedules to obtain the integrated project detailed schedule.
• Provide leadership to schedulers at performing institutions and those working with WBS Managers in developing and maintaining their subproject schedules.
• Provide innovative solutions to project controls issues including activities such as earned value calculation, baseline maintenance and “what if” schedule and cost profiling.
• Interface with the appropriate technical or management personnel to resolve schedule issues.
• Interface with the ITER International Organization to share schedule information and to develop schedule milestones that will integrate the US ITER schedule with the international schedule.
• Perform monthly analyses, including project critical path analysis, analysis of logic near to the critical path for accuracy and risk, and analysis for impacts to key project milestone. Also analyze subproject schedules for the accurate depiction of logic and scope, and the identification and resolution of schedule conflicts between subproject schedules and the international ITER schedule. Advise Project Management of potential schedule issues.
• Analyze impact of Baseline Change Requests on the project schedule and update the baseline schedules with approved changes.
• Provide scheduling information in various formats to support planning, briefings and presentations. Present schedule status and activities at technical meetings or to external review committees.
• Conduct scheduling special studies (such as “what if” and Monte Carlo risk exercises)
• Establish schedule reporting systems and formats and performs project performance measurement and analysis as requested by the Project Controls Manager or Project Management.
• Participate in earned value validation activities by providing quick and accurate schedule analysis.
• Support data flow by thoroughly utilizing “back door” avenues with Primavera to move data from Access to Primavera to MPM to Excel.
• Ensure and monitor compliance with environment, safety, health and quality program requirements, identifying ESH and QA issues and communicating these to project management, ESH and QA contacts as appropriate.
• Maintain a strong commitment to the implementation and perpetuation of values and ethics.

Qualifications Required: BS/BA Degree in technical discipline or related field with a minimum of 10 years related work experience or an equivalent combination of education and experience. Must be proficient in the use of Primavera (P6 preferred). Working knowledge of cost estimating desired. Experience in scheduling large DOE technical projects preferred. Must have demonstrated experience in utilizing the external Primavera interfaces to import and export resource, activity, WBS and other coded information in and out of Primavera utilizing both MS Excel and MS access. Should display initiative and creative thinking in proposing and implementing novel processes and procedures that improve all aspects of the project’s scheduling process. Must be fluent in all project controls processes and language; understand, interpret and generate project controls documentation and data. Knowledge and understanding of DOE Order 413.3a desirable. Must be able to use analytical skills to identify and anticipate potential issues and their resolutions or avoidance. Must be able to analyze schedules and continuously monitor progress with milestones, as well as develop and implement monthly earned value analysis reports. Proven ability to work productively with scientists, engineers, and project management professionals. Excellent written and verbal communications are necessary. Candidate must be highly motivated and a committed team player. Must be available for international travel.

Work Directions and Interfaces: Interfaces with the procurement staff, WBS managers and project controls staff located in the Project Office and other performing institutions, senior project management team, and personnel from the International Team. Receives direction from senior project management and the Project Controls Manager. Interfaces and provides schedule guidance to WBS managers and other project controls staff. Works closely with individuals utilizing Cobra. Must be willing to work overtime on ad hoc, as needed basis with no advance notice. Must be willing to travel, domestic and foreign, as needed.

Measures of Effectiveness: • Statused schedules are integrated and processed monthly in a timely manner, providing current critical path and milestone analyses.
• The US ITER current working schedules and compared monthly to the IO IPS, notifying management of potential risks and changes.
• Demonstrates initiative by monitoring and correcting errors within the schedules so that the overall project picture is not distorted by erroneous data.
