IIS Operational Technologies and Solutions (OTS), provides information management systems and operations support to a variety of government agencies and proprietary customers. As a provider of cutting-edge data management and information dissemination, OTS handles some of the largest databases for the government and intelligence communities. Core capabilities include analytical and field operations support, logistics and deployment, software development, electrical and mechanical engineering, and hardware manufacturing. This position will be bid on a new contract that employs agile engineering processes to develop analytic solutions based on integration of Government-Off-The-Shelf (GOTS), Commercial-Off-The-Shelf (COTS), Free Open Source Software, Government Furnished (GFE) hardware and software, and newly developed software. We will be re-hosting existing analytic capabilities in a Service Oriented Architecture (SOA). As part of the contract, Raytheon will do requirement development and the software/system design, implementation, testing, and deployment of new analytic capabilities, tools, and plug-ins. The position will be located at Ft. Meade MD or the National Business Park (NBP) complex in Annapolis Junction, MD. Contingent upon award with a start date of April 2010 TS SCI with FSP required Job description: Required - Six years experience in software development/engineering, including requirements analysis, software development, installation, integration, evaluation, enhancement, maintenance, testing, and problem diagnosis/resolution. The individual must be able to communicate directions and provide guidance to junior programmer/analysts, as required. - Minimum six years of experience developing software using the Java programming language. At least four (4) years of this experience must have been obtained in the last seven (7) years. - Minimum four years demonstrated experience developing software for UNIX and Linux (Redhat versions 3-5) operating systems. At least two (2) years of this experience must have been obtained within the last four (4) years. - Experience an at least one Object Oriented system. - Extensive experience in planning and accomplishing goals and complicated tasks and providing consultation on complex projects as top-level contributor or specialist. - Familiar with the software development process described in the MIL-STD498, J-STD-016, and/or US 12207 and possess at least two (2) years of experience developing software in accordance with these standards. - A firm grasp of modem computer programming with a minimum of six (6) years experience in programming and development of application software for complex systems and software testing. - Experience "wrapping" legacy systems or components as Web Services within a SOA framework. - Experience developing solutions integrating and extending FOSS/COTS products. - Demonstrated technical writing skills and have generated at least five (5) documents in support of a software development project. Education: - A Bachelor's Degree in Computer Science, Computer Engineering, Engineering, Mathematics, or related discipline or equivalent Desired: - At least four (4) years of either C or C++ Windows/Linux programming experience is required. - At least four (4) years experience developing software for windows (2000, 2003, XP, Vista), UNIX. At least two (2) years of this experience must have been obtained within the last four (4) years. - Experience designing and developing automated analytic, software, techniques and algorithms. - Experience developing and deploying: analytics that include foreign language processing, analytic processes that incorporate/integrate multi-media technologies, including speech text, image, and video exploitation; analytics that function on massive data sets, for example, more than a billion rows or larger than 10 Petabytes; analytics that employ semantic relationships (i.e., inference engines) between structured and unstructured data sets; analytics that identify latent patterns between elements of massive data sets, for example more than a billion rows or larger than 10 Petabytes;. analytics that employ techniques commonly associated with Artificial Intelligence, for example genetic algorithms. - Experience in the development of a Jung framework or other framework for performing large scale graph analytics. - Experience with taxonomy construction for analytic disciplines, knowledge areas and skills. - Experience developing and deploying: data driven analytics; event driven analytics; sets of analytics orchestrated through rules engines. - Experience with linguistics (grammar, morphology, concepts). - Experience developing and deploying analytics that discover and exploit social networks. - Experience documenting ontologies, data models, schemas, formats, data element dictionaries, software application program interfaces and other technical specifications. - Experience developing and deploying analytics within a heterogeneous schema environment. - Experience developing and deploying analytics within the J2EE or .NET frameworks Raytheon is an equal opportunity employer and considers qualified applicants for employment without regard to race, color, creed, religion, national origin, sex, sexual orientation, gender identity and expression, age, disability, or Vietnam era, or other eligible veteran status, or any other protected factor.
