Position Description

Senior Subcontract Specialist 1

The Senior Subcontract Specialist 1 performs a variety of administrative and technical duties to assist the Subcontract Manager with the preparation and administration of subcontracts and maintenance of subcontract information. The Sr. Subcontract Specialist may be assigned overall responsibility for a specific Research Unit(s) and may have limited workload oversight of lower-level specialists and administrative personnel. Depending upon experience, this position may carry signatory authority.

Responsibilities

- When required, provide supervision, guidance and training of lower-level subcontract specialists and administrative personnel.
- Process and prepare all types of contractual correspondence and documents within their level of signature authority approval or for Subcontract Manager review and signature (if the action exceeds their level of authority). Review contractual documents prepared by lower-level subcontract specialists.
- Oversee workload and work quality of lower-level subcontract specialists supporting Administrator and specific Research Unit(s) to ensure that subcontract actions are being completed in a timely fashion and in accordance with prime contract terms, RTI corporate policy, and Procurement/Subcontracts Standard Operating Procedures.
- Ensure Subcontract files include appropriate supporting documentation, e.g.., source selection decision documents, price/cost analyses, subcontractor budget, export licenses, indirect rate agreements, A-133 audits, representations and certifications, debarment checks.
- Oversee closeout activities including collection and review of required closeout documents from project staff and subcontractors, coordination of property disposition with the RTI Property Office, intellectual property issues with the Contract Specialist and the RTI Patent Attorney, and preparation of the Closeout Summary for Subcontract Manager or Administrator(s) approval.
- Communicate RTI Policies and Procedures relating to procurement and Subcontract/Procurement Standard Operating Procedures to technical teams, administrative staff, and other ORC staff. Provide assistance to Subcontract Manager in preparing and updating policies and procedures as applicable.
- Communicate with RTI's technical and administrative staff regarding routine and non-routine subcontractor inquiries with guidance from the Subcontract Manager as needed.
- Work with Subcontract Specialists to address issues that may arise or elevate to Subcontract Manager as needed.
- Coordinate with Accounts Payable and technical staff, as needed, to resolve subcontractor issues concerning invoicing, payments, modifications, and closeouts.

Qualifications

- Advanced knowledge of the fundamental principles, terminology and methodology of accounting and contract administration.
- General background, understanding and experience with administering subcontracts, to include contract administration, invoicing and payment and closeout issues.
- Comprehensive knowledge of and ability to interpret and utilize the Federal Acquisition Regulations (FAR), Agency Supplementary Regulations, Code of Federal Regulations, and Uniform Commercial Code.
- Comprehensive knowledge of and ability to apply RTI Policies and Procedures and Procurement Standard Operating Procedures.
- Ability to establish and maintain effective working relationships with co-workers, supervisor, technical staff, and clients.
- Proficient interpersonal, oral and written communication skills.
- Ability to perform duties that require close attention to detail, to prioritize workload and follow tasks through to completion.
- Ability to work independently within scope of job description.
- Basic math and computer skills.
- Skill in working the various machines, equipment, and tools used while performing required work including computer equipment such as PC and printer; telephone, calculator, fax machine and copier.
- Bachelor's degree plus five (6) years of related experience; Master's degree/JD plus one (1) year of related experience; or any equivalent combination of education, training and experience.
