Manage day-to-day activities of a team of software engineers and other technical personnel performing design, development, maintenance, enhancement, and technical documentation of application software supporting the online receipt of grant applications for multiple clients.
Prepare and maintain project plans covering IT Department activity on assigned projects.
Co-ordinate with Program and Project Managers to plan and actively monitor software development activity on assigned projects.
Work with PM, Clients, and Requirements team to identify, clarify, and articulate functional requirements of software applications.
Work closely with Requirements and Testing personnel to plan and execute phases of the SDLC.
Participate in the creation, refinement, and implementation of PRSM's tailoring of SRA's ELITE software development methodology. Assure that directed staff adhere to said methodology in all phases of the SDLC.
Coordinate with other IT Department managers to facilitate the delivery of timely, quality software products in support of PRSM's mission. This may include sharing directed resources with other Tech Leads in order to meet project schedules and maximize labor utilization rates within the Department.
Recruit, train, and oversee the professional development of a strong technical team to meet the demands of existing development projects while planning for future projects.
Perform hands-on software development tasks as necessary.

Bachelors
Strong background in the full SDLC.
Strong background in ColdFusion development, Advanced knowledge of MS SQL Server (2005 and/or 2008).
Strong analytical skills with the ability to quickly assess and assimilate new technologies and quickly determine their impact/implications for existing software infrastructure.
Strong written and verbal communication skills.
Ability to build and lead a high-quality software engineering team.
Excellent client-facing skills.
Ability to collaborate effectively with Project Managers and other Tech Leads.
Experience as a team lead or in a management role.

Professional experience in a Java/Oracle development environment.
Knowledge of the Grants Management lifecycle.
Experience managing employees including hiring, performance evaluations, training program determination, etc.
Familiarity with MS Project.
Strong knowledge of SRA's ELITE software development methodology.
