Confers with supervisor on unusual or conflicting matters. Coordinates with users to determine requirements. Reviews systems under development and related documentation. Makes more complex modifications to existing software to fit specialized needs and configurations, and maintains program libraries and technical documentation. May coordinate or lead activities of the project team and assist in monitoring project schedules and costs. Assignments are broad in nature with latitude for un-reviewed action or decision.JOB RESPONSIBILITIES AND ACTIVITIES    •    Possess and applies a broad knowledge of principles, practices and procedures of particular field of specialization to the completion of difficult assignments.•    Responsible for daily communications to management and internal organizations regarding status of all assigned projects and tasks. Provides problem log (issue log) and system service request status to analysts, management, and business owners or users. Works with external organizations to gather requirements and resolve issues. (reworded to follow the format of SE II resp but with more responsibility by adding external organizations)•    Perform or oversee the performance of Design to develop technical solutions from Analysis documents.•    Participates in the implementation of new systems including the integration of the new system. •    Assists in verifying installed systems to ensure that they adequately meet user requirements.•    Participates in physical design of data record data files and databases•    Develops specifications, codes of new programs, creates new data structures, creates new jobstreams, and modifies existing programs, data structures, and jobstreams. All work is produced in accordance with established procedures, following departmental standards, guidelines and system development methodologies on all assigned projects and tasks, and includes mentoring others in their use.•    Develops test cases and test plans, creates the unit and system test environment, and conducts unit and system tests for new or modified programs and jobstreams.•    Submits work for review by technical and user staff and actively participates in reviewing others’ work and suggesting improvements. Reviews validate the application of sound programming and design techniques with strong level of proficiency. •    Prepares and maintains program and system documentation using established department artifact standards and methodologies. Mentor junior associates in proper documentation techniques.•    Performs in a Team Lead role coordinating the tasks and deliverables of one or more people as requested and mentors other associates as appropriate. •    Coordinates and guides resolution of day-to-day problems within the business segment; involves and guides other team members in their problem solving efforts.•    Stays abreast of emerging technologies and trends in software development industry.JOB REQUIREMENTS•    Education, Certification, and Relevant Experience•    Bachelor’s degree in Computer Science a related discipline or;•    4-6 years relevant work experience•    Experience with PL/SQL and WLI. JAVA experience is a great plus.•    Excellent written and verbal communication skills, strong customer focus and demonstrated ability to work in geographically dispersed teams•    Ability to manage competing priorities•    Must have strong computer skills and be proficient in use of Microsoft Office applications.•    Has extensive experience in at least two languages, and multiple tools and utilities. Must have Subject Matter Depth & Breadth in at least one language, having used it extensively and can mentor others.•    Has working knowledge of DBMS as appropriate.•    Strong understanding of one or more business functions within a business segment, and a good overall understanding of the business segment. •    Possesses strong knowledge of program and system design, coding, testing and documentation.
