The NYC Technology Development Corporation is a new nonprofit IT services company that will provide senior IT program management services, IT business analysis, IT portfolio management and other IT support services to the City of New York as its exclusive client.

 

Job Description

  • Oversee and ensure the delivery of stable, scalable, enterprise-class systems and capabilities to customers that meet requirements and support critical City functions
  •  Manage, plan and design applications with long-term, strategic objectives for shared service offerings and application capabilities
  •  Manage products, technical tools, investments, integrations, standards, and governance applied for each application/solution
  • Identify and design the implementation of core technologies for shared technology services, such as content management systems, application management toolsets, languages/frameworks, software stacks, etc
  • Work with senior management to make strategic architecture and application technology decisions
  • Work closely with the Enterprise Architecture group to align tactical solutions with strategic principles
  • Identify and communicate new areas of  strategic planning
  • Work with development teams to ensure solutions are aligned to the enterprise and solution-specific architectures
  • Research emerging industry trends; determine industry-wide capabilities which are applicable to local solutions
  • Prepare senior level technical reports for executive management
  • Manage special technology projects and initiatives as assigned

 

Deliverables

  • High-level technical specifications
  • Build application design and documentation (e.g., UI interfaces, middleware design, data model and data architecture)
  • Data Specifications (Example how data is processed, stored, and utilized)
  • Cost-benefit analysis
  • Support development and implementation of functional tests
  • Develop business integration testing approach
  • Review technical design documents to ensure knowledge retention within internal team

 

The preferred candidate must possess:

  • A Bachelor’s degree in a related IT field
  • 8+ years of experience architecting complex large scale systems incorporating packaged and custom applications
  • Strong knowledge of application architectures, enterprise architecture, release methodologies, project management, technical support, production support, client/server applications, internet and intranet applications
  • Strong knowledge of operating systems (Solaris, Windows, etc), database platforms (Oracle, Microsoft, IBM, etc), desktop, mobile, and web platforms and application frameworks (Java, .NET, etc), content managers, portal products, dev environments
  • Demonstrated experience working with technical and non-technical staff
  • Outstanding collaboration and team building skills
  • Exceptional knowledge of Microsoft Office programs
  • Strong written and verbal communication skills
  • Excellent analytic, organization, presentation and facilitation skills
  • Ability to manage multiple tasks under tight deadlines
  • Ability to interface with executive level management and give senior level presentations
