The Solutions Engineer Executive Advisor is a hands-on role that designs, prototypes and develops software components that organize and rationalize Anthem systems and information assets in the Commission domain in order to ensure business and IT alignment. Deliverables include technical evaluations, component prototypes, and complete software components as well as architecture documents, vendor assessments, technical recommendations, operational business architecture, blueprints reference architectures, and technology assessments. This role leads solution architecture across multiple POR, Consolidation and Modernization projects, collaborates with business and IT partners and participates in architecture governance activities.

Location: Mason, OH; Atlanta, GA; Norfolk, VA; Richmond, VA or Indianapolis, IN.
Primary duties may include, but are not limited to:
  • Recommends solutions and/or new technologies based upon business value drivers, proven architecture principles, patterns and return on investment in Commission domain.
  • Establishes overall systems architecture vision and ensures specific components are appropriately designed and leveraged.
  • Defines architecture reference documentation and helps to enforce standards. Anticipates areas where architecture standards may need to be developed, identifies trends and determines system improvements that are in-line with IT and industry standards.
  • Defines the architecture frameworks required to implement large complex cross-functional projects in POR efforts.
  • Prototypes, and in some cases fully develops software components for reuse across IT delivery teams.
  • Provide strategic direction for developing the project plans including key project milestones and dependencies.
  • Lead the coordination of the Program's Return On Investment (ROI) and track progress towards actual Program costs and explain variances to projections.
  • Analyze Program infrastructure costs, including all hardware and software needed to deliver migrations successfully. Engage with vendors to determine the best solution at the lowest cost.
  • Works with business units to translate business strategy into discrete capabilities and helps to identify technology capability gaps in systems.
  • Develops and maintains an architectural blueprint and evolutionary roadmap that defines and communicates the strategic direction for these architectures in support of business and technical strategies. Explains how the technical roadmap maintains and delivers cost effectiveness, business value, and competitiveness.
  • Develops innovative technology approaches to solve business problems and is usually sought out as an expert in this field.
  • Participates in architecture governance processes and community of practice.
  • Defines blueprints for newer technology and does POC to foster innovative technology concepts or a point of view for management
  • Performs IT due diligence to help guide rationalization decisions or systems assessments.
  • Communicate clearly, concisely and timely with Senior Management regarding Program issues or risks. Provide contingency plan for timely resolution.
  • Manage relationships with vendor partners engaged to ensure successful migrations delivery and confirm KPI (Key Performance Indicators) and SLA's (Service Level Agreements) are being achieved.
  • Direct Development Advisors, Business Analysts, System Analysts and Software Developers to determine best methods to achieve project objectives and ensure customer expectations are met.
  • Coach / Mentor project team members to produce quality results and meet milestones.
  • Owns the change request process and coordinates with other teams as necessary.
  • Develops and owns list of final enhancements.
  • Develops and defines application scope and objectives and supervises the preparation of technical and/or functional specifications from with programs will be written.
  • Performs technical design reviews and code reviews.
  • Ensures unit test is completed and meets the test plan requirements, system testing is completed and system is implemented according to plan.
  • Responsible for delivery of application technology solutions and data information planning effort.
  • Coordinates and manages on-call support and owns the system monitoring process.
  • Reviews and monitors initiatives for end to end impact and coordination.
  • Participates in review and decision making for enterprise solutions.
Qualifications
  • Requires an BA/BS degree in related field (Information Technology, Computer Science, Engineering - Computers) or technical institute training;
  • 9 or more years experience; multi platform experience, expert level experience with business and technical applications; or any combination of education and experience, which would provide an equivalent background.
  • Incumbent should also have the ability to mentor others, lead multiple or large projects and provide troubleshooting support.
  • Demonstrated leadership skills in both business and IT context to drive teams to achieve results.
  • Multi dimensional required.
  • Multi database and/or multi language preferred.
  • J2EE experience required
  • Application Architecture, Framework and Design Patterns experience - required
  • Demonstrated Teamwork skills required.
  • Event Oriented Architecture and Business Rules Engine - a plus.
  • Agile, DevOPS & Test Automation experience strongly preferred.
