The Special Projects Administrator is responsible for performing administrative, management and/or program support work, such as planning, research, analysis, correspondence control, communication, and/or liaison for special initiatives/projects in support to The Biospecimen Research Network procurement management efforts of the Office of the Biorepositories and Biospecimen Research (OBBR). Serves as the main contact for special initiatives/projects for senior managers and various levels of government officials, both scientific and administrative. Provides technical coordination for development and administration of subcontracts related to the Program. Works effectively with all parties to develop subcontract requirements, assists in writing statement of work, supports solicitation and award of subcontracts, and provides technical evaluation of the submission of data and deliverables under the subcontracts. Supports the identification and qualification of potential subcontractors for the performance of special initiative/projects. Coordinates the development of project management plans for all outsourced requirements and monitors all aspects of project execution. Develops and maintains a comprehensive database and metrics for various special initiatives/projects. Prepares progress and program reports, special reports, and planning and budget documents. Assists in the preparation and planning necessary for the conduct of workshops of various topics and structure. Coordinates meetings and site visits among various groups (i.e., government officials, NIH, SAIC) in order to develop effective programs. May assist with hiring, training, developing, and appraising staff.



REQUIRED SKILLS: Possession of a Bachelors degree from an accredited college/university in a field related to biomedical research/clinical trials/health or four (4) years of equivalent experience. Foreign educated candidates who have completed part or all of their education outside of the United States must have their foreign education evaluated by an SAIC-approved accrediting organization to assure that it has met the equivalency of the qualifications of degree work in the United States. In addition to education requirements, a minimum of five (5) years of progressively responsible job related experience that includes Contract Officer Technical Representative (COTR) responsibility, subcontracts, budgeting, or grants administration. Must have ability to manage, organize, interact and communicate effectively with program leaders. Strong interpersonal and leadership skills; attention to detail; excellent verbal and written communication skills; strong analytic skills; administrative abilities; and the ability to handle multiple tasks. Ability to generate tables, graphic reports, and databases as needed. Strong organizational/project coordination skills and enthusiasm for grants/contracts and data management. Knowledge of Federal grants/contracts management and demonstrated ability to provide oversight for detail-oriented tasks and projects. Demonstrated proficiency in Excel, Word, and database applications such as Access. This position is subject to obtaining a Public Trust Clearance.



DESIRED SKILLS: Health science, clinical trials or laboratory experience, particularly in cancer research and/or biospecimens would be helpful.
