Title:  Sr.
Business Analyst



Location: Alexandria, VA

The IT Senior Business Analyst is a high impact
position responsible for assisting the Federal Systems Division (FSD) team
define and implement process improvements across the operation.  This position is an individual
contributor role working in partnership with the Business Development Team
focused on business operations. 
The role requires conducting senior-level business process analyses,
needs assessments, and preliminary cost/benefits analysis in order to align
Information Technology solutions with business delivery initiatives.



 



This role will require the candidate to: collaborate
with internal business partners to identify business needs and perform project
scoping; create functional requirements; provide input for the creation of
project plans; create test cases; support UAT; perform issues tracking and
problem resolution; coordinate project activities across multiple
department/groups; and compile timeline estimates and project documentation.



 



This position is a role with primary responsibility of
business alignment and leading small to medium size projects in this space and
managing business relationships with key business stakeholders.  The Senior Analyst will make recommendations
and influence IT Leaders and business process owners to maximize long term and
short term project and program ROI (return on investment).



 



Duties and Responsibilities:



                                                                                                                                   



Business Analyst:



- Serve as a liaison between
the business and IT to provide technical and business solutions that meet user
needs, including internal business customers, management, application teams,
and vendors.



- Analyze and understand
business operations’ strengths and weaknesses to identify opportunities for
improving processes and functions.



- Under general supervision,
formulate and define system scope and objectives through research as well as an
understanding of the applicable business systems and industry requirements and
best practices.



- Understand existing business
processes and serve as an Government functional subject matter expert (SME)



- Possess expert knowledge of
the business units they are supporting, understand IT systems and capabilities,
help educate IT on the direction of the business, and has a good understanding
of technology trends in order to develop solutions for the business units
supported that enhance the competitive edge of the enterprise. 



- Document and analyze
business processes and develop detailed, user requirements and functional specification
documents



- Strong process management,
analytical skills, and experience in quality assurance testing



- Participates on projects
and resolves issues of moderate complexity; explores alternative ways of
meeting user requirements through improved process



- Serves as liaison between
technical and non-technical positions



- Understand information,
technical, and organization architecture



- Manage requests for changes
based on business needs



- Lead UAT Testing



- Provide ad-hoc reporting
and analysis



- Performs other analyst
duties as assigned.



 



Problem Management:



- Conduct functional reviews
of analytics applications to identify and address issues or roadblocks and
improvements.



- Negotiate agreements and
commitments by facilitating communication between the business unit and IT from
initial requirements definition to final implementation.



- Provides information,
guidance, and assistance to more junior level employees.



Education:       BA/BS
Degree, preferably with coursework in engineering, computer programming,
mechanical engineering



 



Verbal and Written
Communication:



- Develop and plan
communication strategies to ensure activities and accomplishments are
communicated to senior management, project stakeholders, and IT teams.



- Provides communication,
training, and assists in the documentation relating to new and existing
functional rollouts.



- Authors and executes test
plans to ensure successful implementation. 



- Regularly interacts with
team leadership and occasionally interacts with department leadership.



- Coordinate with other
project managers, program managers and directors to ensure standards.



 



Project Management:



- Participates in projects
and resolves issues of moderate complexity and as applicable may lead medium to
large complexity projects, with responsibility to drive projects from concept
through final implementation.



- Develop detail work plans,
schedules, budgets, resource plans and status reports.



- Leads functional design and
configuration design activities in collaboration with development teams.



- Manage expectations
throughout all levels of project management lifecycle



- Works with the technical
team to coordinate software releases including management of vendors associated
with competency areas (on and off shore).



- Lead project meetings and
communication and maintain overall project ownership of project tracking and
analysis.



- Understand information,
technical and organizational architecture



- Manage requests for changes
and prioritize work based on business needs and available resources



- May evaluate the
effectiveness of new programs by comparing results with original proposals.



 



Education:




  • Bachelors degree Information Technology or a
    closely related field with coursework in technology-related subjects



 



Experience:    




  • 5-7 years of experience within Information
    Technology implementing large-scale business systems.  

  • Proven ability to effectively drive change in a
    highly matrixed and decentralized organizational environment.  Experience in leading design
    review sessions, quality assurance testing, and documentation.

  • Government Accounting Standards and Audit
    Compliance preferred

  • Previous Business Analysis experience in Government
    preferred

  • Systems implementation skills:
    requirements/process analysis, conceptual and detailed design,
    configuration, testing, training, change management, support.

  • Ability to meet deadlines

  • Ability to work with minimal supervision

  • Comprehensive understanding of the project
    management life cycle is required

  • Strong communication skills - written and oral

  • Six Sigma Certification and PMP certification a
    plus.
