Sr. Health Management Analyst (Scientific Health background desired)

STG International, Inc. is currently seeking a Senior Health Management Analyst to support work on a contract with the Department of Health and Human Services/Office of Medicine, Science and Public Health (OMSPH) in Washington, DC.  The ideal candidate will have a analytical background in one of the following areas; Scientific Health, Biosafety, Biosecurity and/or Emerging Infectious Diseases.  Please take your time in reviewing the below responsibilities and STG will look forward to reviewing your background.

  • Undertakes specific leadership tasks, such as coordinating interagency programs for HHS, to implement the Secretary’s public health and science goals and objectives.
  • Supports internal government task forces, working groups, and committees on public health preparedness and science policies.
  • Develops reports for the Director, Deputy Director and Team Leader, OMSPH on long-standing and emerging public health and science-related topics, which are may be highly confidential in nature, and on vital and controversial matters.
  • Prepares correspondence, articles, and other documents for publication in professional journals on subjects related to the public health and science aspects of OMSPH domestic and international priorities.
  • Undertakes special assignments on public health and science-related programs, activities and policies, with emphasis on issues, which cut across agencies and departments.
  • Promotes multi-disciplinary contributions to Departmental biosafety, biosecurity, and emerging infectious disease preparedness and response activities by networking with relevant public health and science disciplines and creating forums for interdisciplinary problem-solving for emerging infection issues.
  • Provides consultation to the Director and Deputy Director, OMSPH and other senior Department staff regarding chemical, biologic, or radiological/nuclear threats, preparedness planning and response activities.
  • Undertakes special assignments on programs or initiatives related to biosecurity and biosafety activities and policies, with emphasis on issues which cut across agencies and departments.
  • Prepares meeting summaries of technical workshops, working group meetings, and informational briefings.
  • Provides assistance to subject matter experts to support written and oral communications. Tasks will include: generate responses to controlled correspondence and Congressional inquiries; draft official reports to Congress, official letters, memos, reports, briefing papers, white papers; prepare presentations, speeches, and testimony for executive levels up to the Secretary of DHHS.
  • Accurately and efficiently incorporates edits and comments received from multiple stakeholders.
  • Analyzes and prepares program status reports for review at all levels.
  • Drafts analyses which examine impact and significance of programs, policies, procedures and requirements.
  • Performs other duties as assigned.
  • Represents OMSPH in public health and science-related programs and activities.
  • Advises, as possible, on public health preparedness programs.
  • Conveys recommendations for courses of action to ASPR senior officials and implements policies and decisions on behalf of the Director of OMSPH.
  • Represents OMSPH in public health and science policy discussions, meetings, and negotiations with officials and staff from HHS, other Departments and Federal and State agencies, the White House, Congress, and the private sector, as well as key constituency groups.

 

QUALIFICATIONS:

  • Analyze and evaluate complex, novel or obscure science, or public health problems or issues and to make policy recommendations as indicated.
  • Effectively communicate, both orally and in writing with individuals at various levels of technical, professional, managerial and administrative personnel. Identify, analyze, and evaluate policy and program issues and to develop appropriate recommendations and strategies to address them as indicated.
  • Knowledge of the scientific public health policy issues related to biosafety, biosecurity, and emerging infectious diseases, and apply them to public health preparedness and response efforts.
  • Knowledge of public health preparedness and response, international health and some familiarity with chemical, biological, radiological, and nuclear agents and events is desired, as may be evidenced in part by a degree and experience in public health or science policy.
  • Knowledge of the mission, goals, priorities, policies, and responsibilities of ASPR and HHS.
  • Knowledge of Federal programs, regulations, statutes, policies and directives that govern programs in public health and medical emergency preparedness.
  • Excellent oral and written communication skills, with respect to scientific and public health policy subject matter.
  • Skill in the use of tact and diplomacy when transmitting information to high-level officials both within and outside the Government.
