Job Description
We are seeking a strategic Human Resources Consultant to join our Human Resource organization. This position is responsible for developing and implementing organizational strategies that effectively support Laboratory strategic objectives and regularly demonstrate the value of HR management systems to the Laboratory. The incumbent will provide strategic Human Resource consultation and advice to senior management in leading and managing the Laboratory's human resources and will act as an advocate for staff by balancing staff needs and interests with organizational needs and interests.
Specifically:
Knows customer needs and consistently meets or exceeds them.
Guides/mentors HR staff to achieve organizational and individual goals:
Articulates and implements vision, values and strategy,
Creates capacity for staff to be productive,
Explains the goals set by the organization and,
Helps each staff member find his or her means to contribute.
Develops relationships with peers and staff that result in being viewed as an effective and trusted organizational change agent.
Fosters a work environment that values and supports diversity and uses it as a competitive business advantage. Operates with considerable trust and respect among all staff members.
Understands strategic factors that influence organizational culture and behaviors and identifies and implements Human Resource-related policies that enhance organizational performance to better serve business requirements.
Effectively manages HR budget and staff resources.
Implements effective assessment and measurement systems that evaluate and demonstrate organizational performance.
Reviews, audits and otherwise assures technical integrity of HR management systems and services.
Minimum Requirements:
Bachelor's degree in human resources management, business administration or related field and a minimum of seven years of human resources management experience, preferably in a research/development or corporate environment, required.
-Exceptional communication, organizational development and problem-solving skills required.
-Experience leading and implementing important program development activities in several disciplines of HR required.
-Demonstrated success in defining and implementing strategies and managing large human resources programs and projects to support these strategies also required.
-Demonstrated command of HR theory and principles; extensive experience in at least 3 HR specialties plus generalist experience.
-Demonstrated experience as a in-depth systems thinker and an authoritative spokesperson
-Accomplished net worker with exceptionally productive relationships internally and externally.
-Skilled at consensus building across a broad spectrum of stakeholders and interest groups with internal and external organizations, regulatory agencies, providers and the community.
-Must possess solid strategic planning capability to lead and build the human resources function in support of business objectives. Must have a demonstrated ability to establish strong business partnerships with line management and Laboratory staff. Must have experience implementing collaborative approaches to finding system-based solutions. Must have success in fostering teams among diverse individuals to achieve business goals.
-Demonstrated line management success in the development of staff at all levels of the organization preferred.
-Experience in highly technical environments serving both industry and government clients preferred.
