Job Description:



The Sr. Program Quality Manager (PQM) will lead the Mission Assurance/Quality Integrated Product Team on the VIIRS Program. The Sr. PQM will serve as Program Quality Manager for VIIRS representing the customer's best interests, assuring effectiveness throughout the product life cycle from systems design through post delivery support. This person will work with VIIRS program manager to provide necessary leadership, mentoring, and business process guidance to help ensure the VIIRS program meets customer / end user objectives for Quality Assurance.







Responsibilities to include, but not limited to:







- Manage VIIRS Quality Team in day to day activities associated with the VIIRS Program, ensuring appropriate Quality staffing levels for program activities and accomplishment of quality requirements for space hardware (Hardware Level 5).



- Accountability for all aspects of the Quality function required to support VIIRS.



- Primary interface to customer community for program Quality matters, including responding to information requests related to Mission Assurance Reviews, Integrated Program Office activities, the Nunn-McCurdy Act and legal actions.

- Manages the VIIRS Program Corrective Action Board, ensuring scheduling of regular meetings, attendance by required individuals, and focus on topics related to the corrective action process. This includes review of program issues requiring corrective action, review of program metrics to proactively identify negative trends requiring preventive action, and review of RCCA activities to ensure robust corrective and preventive actions.



- Responsible for VIIRS Program Material Review Board, lien, and Authorization-to-Proceed processes.



- Ensures VIIRS Quality Team is appropriately certified, has access to necessary information systems, and clearly understands their role in each of these processes.



- Required participant on the VIIRS Program Failure Review Board as the Quality PMO representative, as well as Team-of-Four meetings.



- Actively participates as Quality PMO representative in VIIRS Program meetings, including Program Status Reviews, Change Control Boards, Consent to Proceeds/Breaks, Independent Build Readiness Reviews, Test Readiness Reviews, Gate Reviews, etc.



- Advises Program Manager on matters related to Quality and Mission Assurance, including identification of program risks.



- Accomplishes supervisory responsibilities for VIIRS Quality Team, including task assignments, information flow down, performance reviews, career/skills development, and mandatory training.







Basic Qualifications:



- Minimum 12 years related experience in aerospace or related industries



- Minimum 12 years Spacecraft manufacturing experience with at least 10 of those in Quality related positions



- Leadership roles including cross functional collaboration and knowledge of PMO best practices



- Existing SSBI







Desired Skills:



- Detailed understanding of SAS quality management system requirements



- Tier 3 RSAS Program Management Certified (or equivalent)



- ASQ Certification







Required Education (including Major) : Bachelor's Degree in Engineering, Science, or Mathematics
