Sr Program Security Officer


Duties include, but are not limited to providing security oversight of Special Access Programs (SAP) under the security cognizance of AFOSI.

 

The contractor, as the Government representative in this effort, shall be expected to travel to represent the Government at conferences, unit and facility inspections, Combat Air Forces (CAF) program reviews and numerous CAF working groups and training sessions. The contractor will travel approximately 1 week per month. Additional travel may be required to provide security support to multiple CAF locations, to include overseas. The contractor will provide direct security support for personnel, information, administrative, physical, and AIS operations.

 

Provide administrative security support for SAP document control functions, including sending, receiving and logging classified and unclassified faxes and correspondence. Provide overall classification management and guidance for government personnel and DoD contractors involved in DoD SAPs. Duties shall include implementation of standard methodologies for classification management in collateral, special access programs and sensitive compartmentalized information (SCI).

 

Provide guidance to local and subordinate units on implementation of applicable government security standards. Correspond with HQ AF Staff, MAJCOMs, SPOs, Wings and various DoD agencies. Review and coordinate security awareness training and education programs. Review and coordinate unit security Standard Operating Procedures (SOP).

 

Coordinate and facilitate security workshops and conferences to provide guidance to MAJCOM and unit level security managers on matters pertaining to program security. Coordinate and conduct Staff Assistance Visits and Program Reviews. Assist the AFOSI/PJ assigned PSO with providing technical guidance and recommendations to the government in the methods and techniques required to secure Automated Information Systems (AIS) used in support of SAPs. Manage personnel access billets/quotas, program access request processing, first tier adjudication performance, and periodic reinvestigation processing. Be familiar with and enforce EMSEC/TEMPEST requirements. Review and coordinate System Security Plans (SSP) in accordance with JAFAN/DCID 6/3. Perform system security tests and evaluations on specified systems as needed. Provide support for research, design, and implementation of an AIS security-training program. Provide policy, procedural guidance, and coordinate accreditation for CAF units and activities. Provide technical guidance prior to and during new construction or remodeling of SAP and SCI facilities in accordance with JAFAN/DCID 6/9. After completion of the construction phase the contractor will inspect and coordinate accreditation of those facilities for SAP use through the PSO and coordinate SCI accreditation through the appropriate CSA. Oversee security awareness training and education to locally assigned personnel and subordinate units. Oversee the review, processing, and completion of documents and electronic databases for processing personnel security requests, briefing statements, program access requests, SAP eligibility requirements, and visit certifications. Review contract documentation including DD Fm 254's and assists in generating security guidance requirements for contractors in accordance with appropriate policy.





Qualifications

Minimum of seven years experience in providing multi-discipline security support in special access programs and SCI security. Must be knowledgeable of NISPOM, DoD Overprint, JAFAN 6/0, DCID/JAFAN 6/3, DCID/JAFAN 6/4, and DCID/JAFAN 6/9. Must demonstrate excellent oral and written communication skills as well as strong organizational and time management abilities. Must be able to perform complex problem solving, demonstrate decision making skills and make recommendations to senior management to resolve issues. Requires an active TS/SCI.

This position is scheduled to become a government civilian position within 12-24 months and the contractor would have to compete with other eligible applicant's to be considered.
